Installation of Two New Tanks
Former Harbor Fuel Tank Farm, 9 Salem Street
Nantucket, Massachusetts
1.0 Introduction
NBB Fuels LLC, c/o New England Development, proposes to install two new approximately 10,000 gallon above-
ground storage tanks (ASTs) to provide fuel for the Nantucket Boat Basin located at 6 New Whale Street also
known as 9 Salem Street (see Figure 1). The existing owners (Winthrop Nantucket Nominee Trust) are in the
process of demolishing eight of the existing ASTs approved by an Order of Conditions issued by the Nantucket
Conservation Commission on June 30, 2021 (SE48-3435). This Notice of Intent has been submitted pursuant to
the Massachusetts Wetlands Protection Act (MGL C. 131, s. 40) and Regulations (310 CMR 10.00) (the Act) and
the Nantucket Wetlands Bylaw (Chapter 136) and Regulations (the Bylaw).
The entire site is located within the coastal floodplain and is jurisdictional as Land Subject to Coastal Storm
Flowage pursuant to the Act (310 CMR 10.04) and the Bylaw (Section 2.10). The site is mapped as being within
Zone AE (el. 9 and el. 10) NAVD 88 according to Federal Emergency Management Agency (FEMA) Flood Insurance
Rate Map number 25019C0086G dated June 9, 2014 (see Figure 2) with work primarily proposed within Zone AE
(el. 10). The new tanks will be located outside of the 100-foot buffer zone to coastal resources such as coastal
bank (bulkheads adjacent to Nantucket Harbor). The parcel is not located in an Estimated Habitat or Priority
Habitat as identified in the Massachusetts Natural Heritage Atlas published by the Natural Heritage and
Endangered Species Program (NHESP).
2.0 Project Description
The two proposed tanks will be approximately 10,000 gallons1 each for a total of 20,000 gallons and will be
situated on a concrete pad enclosed by a four foot high concrete containment area as shown on the site plan
(see Appendix B). The new tanks will store gasoline and diesel fuel for the Nantucket Boat Basin. Harbor Fuel Oil
Corporation will be operating the new tanks.
There were 11 ASTs tanks in total at the tank farm. All but three (M-1, M-6, S-6) have been removed (see Figure
4). Two (M-1 and S-6, ) are presently in operation and provide fuel to the Nantucket Boat Basin while third tank
(M-6) is empty and serves as a buffer while new tanks are installed. All tanks will be decommissioned and
removed upon the completion of the new installation. The plan provided in Appendix B outlines the layout for
the new tanks.
The construction sequence provides temporary utilization of the existing lines to the new tanks. This will allow
the remaining tanks to be removed. Once complete the new fuel line will be constructed and connected to the
new tanks and old lines removed or abandoned but is not covered under this filing. An access drive off New
Whale Street to the tank pad will provide above ground fueling for tanker trucks. There is an alterative layout
included on the site plan for the fuel line.
