B. EXECUTIVE SESSION: The Executive Session is for Purpose 6[G.L. c. 30A, 21(a)(6)J. The
particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiating position
with one or more third parties. The Commission will not reconvene in open session at the
conclusion of executive session.

CALL TO ORDER: 4:00 p.m.
PRESENT: Mark Donato, Kristina Jelleme,Neil Paterson, Allen Reinhard, John Stackpole.
STAFF PRESENT: Jesse Bell,Executive Director; Susan Campese,Administrator/Finance
Manager; Marian Wilson,Assistant Administrator; Rachael Freeman,Director of Environmental
and Agricultural Resources; John Kuszpa,Director of Property Management.
Miacomet Golf Course ("MGC") and Sconset Golf Course ("SGC") General Manager, Sean
Oberly; NGM, Inc., President, Matthew Galvin;Nantucket Current Intern, John Carl McGrady;
and Nantucket Inquirer and Mirror Reporter, Dean Geddes; were also present at call to order.
I. CONVENE IN OPEN SESSION:
A. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS:
1. Ms. Bell reported that Governor Baker signed the legislation authorizing the swap
of the Nobadeer Ballfields and rotary sliver to the town for the Mill Hill Park parcels. Ms. Bell said
the subdivision plans were being finalized and maintenance and cleanup of the park had already
begun. Commissioner Reinhard asked about reestablishing the trail behind the former Egan property
and what the future plans for the property would be. Ms. Bell said there was a lot of maintenance
work to catch up on (removal of hazard trees,mowing,trail maintenance,trash pickup, sledding hill
site restoration)but that staff would bring some new conceptual ideas to the Commission in the fall
for discussion. Commissioner Donato suggested additional parking should be part of the plan.
B. GOLF BUSINESS:
1. Sconset Golf Course—Manager's Monthly Review: The Commission reviewed
the balance sheet and profit and loss comparisons for May 2022 sent in a meeting packet prior to the
meeting. Mr. Oberly stated that the course had only been open for five days in May, but all seemed
to be going well. Mr. Galvin reported that due to the constraints of the septic system at the course
they would not be able to sell anything but prepackaged food as they had in the past.
2. Miacomet Golf Course ("MGC")—Manager's Monthly Review: The Commission
reviewed the profit and loss summary for May 2022. Mr. Oberly reported increases in both rounds
and covers year-to-date. He said both the golf shop and food and beverage revenue was lower due
to two weeks of bad weather and Covid-19 related closures of the restaurant in May. He said they
were still struggling to fill a few key back-of-the-house positions and due to the shortage of help the
restaurant was only open five days for lunch and three nights for dinner. Mr. Oberly said his plan
for next year was to fill those positions through the H2B Visa program. Mr. Galvin said he was

getting some push back from members for having to pay $20 to play at SGC, but said his
compromise was they could play SGC for free when Miacomet was closed due to upgrades or
member/guest tournaments. He reminded the Commission that they were charging members of the
public for no shows or under shows. However,members were not being charged and it was
becoming a problem. He said he was instituting a three strikes program that would be outlined in
the July newsletter. The first and second time a member misses a reservation(or members of the
party miss it)there would be a cart charge ($30) charge per no show. The third time the member
would no longer be able to prebook reservations. He said they were monitoring pace of play through
the visage system and other than a few foggy days the pace was on target. Lastly, Mr. Galvin has
scheduled his first meeting with the Golf Committee in July.
3. Warrant Authorization—Golf Capital Funds Transfer Request: Golf Capital Funds
Transfer Request: Upon a motion made by Commissioner Stackpole and duly seconded by
Commissioner Donato, it was unanimously VOTED to execute the June 26, 2022,warrant
document in the amounts of$113,048.58 and $3,969.24 to be provided to Nantucket Golf
Management, Inc. from the MGC Golf Capital Reserve account and the SGC Golf Capital Reserve
account respectively.
Mr. Oberly and Mr. Galvin departed the meeting at 4:28 p.m.
C. PROPERTY MANAGEMENT:
1. 14/16 Candle House Lane/Garden of the Sea—Event Request: Ms. Antonietti
presented a request from Anne Dewez to hold a neighborhood celebration for the purchase of 7
North Mill. She anticipated 40-50 people from 5:00 to 6:30 pm with food and drink, date in July to
be determined. Upon a motion made by Commissioner Stackpole and duly seconded by
Commissioner Donato, it was unanimously VOTED to approve the request.
2. 66 Washington Street/Wolfe—Signage Request: Ms. Bell reported the neighbor
across the street said people were walking their dogs on the property and not picking up the waste.
He suggested signage be installed instructing people to clean up after their dogs. Upon a motion
made by Commissioner Donato and duly seconded by Commissioner Jelleme, it was unanimously
VOTED to deny the request.
D. TRANSFER BUSINESS:
1. "M"Exemption Update:
a. Five-Year Domicile and Ownership Compliance—Release of Liens: Upon a
motion made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to authorize the issuance of Releases of Liens for the following transfers as a
result of the purchasers fulfilling the requirements of Section 12, subsection(-m-):

motion made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to authorize the issuance of a Release of Lien for the following transfer as a
result of the purchaser fulfilling the requirements of Section 12, subsection(-o-):

E. APPROVAL OF MINUTES: Upon a motion made by Commissioner Stackpole and duly
seconded by Commissioner Jelleme, it was unanimously VOTED to accept, approve, and release
the regular session minutes of June 14, 2022, as written.
F. FINANCIAL BUSINESS:
1. Monthly Financial Report: The Commission accepted the May 31, 2022, financial
j report including the balance sheet and income statement previously provided by email.
j 2. Warrant Authorization—Cash Disbursements: Upon a motion made by
Commissioner Donato and duly seconded by Commissioner Reinhard, it was VOTED to execute
the May 24, 2022, warrant document in the amount of$1,000,936.81 to be provided to the e County
Treasurer. Commissioner Jelleme recused herself from the vote.
G. PROPERTY MANAGEMENT: continued.
1. Pigs as a Management Tool -Discussion: Ms. Freeman reported she informally
tried using pigs on property off First Way to eradicate Japanese Knotweed. The pigs ate the
knotweed taking it out by the roots, but some has grown back. Ms. Freeman recommended utilizing
the pigs for a second year at the same location to see whether that would achieve full eradication.
She pointed out that a formal agreement with Moors End Farm needed to be established as there
were costs involved. Ms. Freeman noted she was related to the owners of the farm,but currently
they were the only source of pigs on the island. Further, Ms. Freeman said she would like to try
using the pigs for forest management to clear understory which would help with wildfire risk,
Southern Pine Beetles as well as habitat for the Northern Long-Eared Bats. Ms. Freeman said it
would be four pigs and it would take about two hours a day to feed and care for them,plus
additional hours to move them. She asked the Commission how to structure the agreement.
Commissioner Jelleme said she was thrilled to try a sustainable, environmentally friendly,natural
resource to manage properties and recommended drafting a lease agreement with Moors End Farm
L_i with Moors End setting a price. Upon a motion made by Commissioner Jelleme and duly seconded
by Commissioner Reinhard, it was unanimously VOTED to pursue a lease agreement with Moors
End Farm for the use of four pigs through December 2022.

H. COMMISSIONERS ADDITIONAL QUESTIONS AND CONCERNS:
1. Update on Dog Park: Mr. Kuszpa said the park had been reopened with inlet
drains topped with gravel installed. Some of the grass seed had sprouted and one truckload of pine
needles had been spread with more loads scheduled. Straw waddles were placed around the
perimeter of the park to reduce water from the parking lot. Mr. Kuszpa said he would reassess
additional needs after the next big rain. Ms. Bell said the engineer had designed an additional
drainage structure for the parking lot,but staff wanted a chance to review it with the engineer first
to make sure all natural solutions had been considered.
2. 321 Polpis Road—Update on Design/Planning: Ms. Bell said the Conservation
Commission and the Historic District Commission had approved the removal of all artificial
structures on the property and the Building Commissioner had deemed the building not worth
saving or moving. Mr. Kuszpa had applied for the building permit and was working on an Invitation
for Bids for the removal. Mr. Kuszpa said he expected work could begin in late August or early
September. Additionally, Ms. Bell said she met with Karen Beattie of the Nantucket Conservation
Foundation("NCF"), and she said they were amenable to having a connection to their restored
wetlands located at the Windswept Cranberry Bog. Ms. Bell recommended having a site visit with
the Commission and NCF after all the structures were removed.
Mr. Geddes departed the meeting at 5:05 p.m.
II. EXECUTIVE SESSION: A motion was made by Commissioner Stackpole and duly seconded by
Commissioner Donato to go into executive session in order to discuss the purchase, exchange, lease
or value of real property and review and approve executive session minutes. A roll call vote was
taken on the motion: Allen Reinhard-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; John
Stackpole-Aye, Mark Donato-Aye. The Chairman declared under Purpose 6 [G.L. c. 30A, 21(a)(6)]
that discussion of these matters in open session may be detrimental to the Land Bank's negotiating
position. The Chairman further announced that the Commission would not reconvene in regular
. session at the conclusion of executive session.
ADJOURNMENT: Upon a motion made by Commissioner Reinhard and duly seconded by
Commissioner Stackpole, it was VOTED to a 'ourn at 5:39 p.m.
