NANTUCKET CEMETERY COMMISSION

FINAL AND APPROVED MINUTES
Attendance: Commissioners: Frances Karttunen, Scott McIver.Allen Reinhard(Chair), and
Lee Saperstein; TaKyra Renner(DPW).
Absent: Barbara White and Charlie Polachi
1. Call to Order.
As warned by the Town Administration, up-date changes installed by Zoom caused sign-in
problems. Frances Karttunen joined the meeting by telephone from its opening until 3:24 pm
when her video connection was completed. Allen Reinhard called the meeting to order at 3:02
pm. He reminded participants that the session was being recorded. A roll-call of attendees
showed that a quorum existed.
2.Public and Commissioner Comments.
Lee Saperstein noted that the Cemetery Regulations,which were on the Warrant for the Annual
Town Meeting,ATM,were approved on the Consent Agenda. The Cemetery Commission had
asked the Town to hold a Public Hearing to approve the addition of definitions for green burials
and perpetual care to the regulations. Town Counsel ruled that the entire set of regulations
needed ATM approval, hence the warrant article. Lee Saperstein asked the DPW representative
to see that the approved regulations be placed on the Commission's web site [Action DPW tc

3. Approval of Minutes from April 13,2022.
Scott McIver moved, Lee Saperstein seconded, and the Commission unanimously approved the
minutes from the meeting of April 13, 2022. The vote was by roll call.
4.Approval of Lot Sales Since Last Meeting.
There were no lot sales in the last month,hence none to be approved.
5. Polpis Cemetery Latest Developments and Consolidation of Newtown,Ken Beaugrand.
Ken Beaugrand,Real Estate Specialist, sent a note saying that he has nothing new to report
consequently he will not be attending today's meeting. He did write,hopefully,that there may
be action on the land swap in the next few weeks.
6. Monument Restoration Project: Bid Process Update.

Allen Reinhard noted that Charlie Polachi had a scheduling conflict with the Commission
meeting but that he and Charlie Polachi had met to discuss the next steps in the Monument
Restoration Project. Charlie Polachi has sent to the Commissioners an amended Statement of
Work that will go into the invitation for a bid, IFB, and that it is expected that the Town will
soon post the IFB on its web site (https://nantucket-ma.gov/bids.aspx). Scott McIver asked if the
Commissioners could be notified when the bid is posted [Ac ions Allen Reinhard and Charlie

7. Plans for Burial of Urns at Polpis; Quaise Asylum Burial Ground Monument Dedication.
Allen Reinhard reminded Commissioners that, on Sunday, May 22nd,there will be the burial of
the eight unclaimed cremation urns at Polpis at 2:00 pm followed by the dedication of the
Memorial Monument at Quaise,which is almost just across Polpis Road. Scott McIver displayed
a draft text for the Polpis stone—flush and conforming to regulation size—and asked for a check
of the five names that are known. There are three unknowns among the eight. As soon as he
gets confirmation, he will prepare the monument and expects that it will be ready by the 22nd
Ray Sylvia and Nick Duarte will dig the holes. Allen Reinhard noted that they asked that the
spots be marked and that he will place flags to mark the locations in the two selected Polpis lots.
Frances Karttunen has asked several people to attend,namely Reverend Tom Richard and two
musicians, Susan Berman and Ray Saunders. She volunteered to prepare a public notice of the
event for the Inquirer and Mirror,which was sent shortly after the meeting to the
Commissioners for their review.
8. DPW Work Orders and Requests: Founders Burial Ground Access; Polpis Inurnments;
Quaise Burial Ground.
Allen Reinhard said that, working with Charlie Polachi, work orders have been prepared for the
inurnments (see above) at Polpis and for work at the Quaise Burial Ground. In the latter case,
the fences that mark the corners of the site need to be replaced and brush cut up to the ground's
boundaries. While not absolutely certain,he is hopeful that the work can be done before the
22nd. He said that another work order, for repairs to the erosional damage to the entry way into
the Founders' Burial Ground,will be processed soon and that he will continue to check on its
progress.
8. Old,New, Other Business, and Final Comments; Zoom or In-Person Meetings?
Before adjournment, Scott McIver asked if he could place an item in the ground in front of
Giovanna LaPaglia's grave stone. It was her request that her ballet shoes go into the ground
along with her remains but, at the time of inurnment,the request was forgotten. The family
would dearly love to accommodate her wishes and Scott McIver wanted to know if permission
was needed to dig another small hole. The commissioners agreed that this was permissible.
9. Adjournment came by consensus at 3:34 pm.

Next regular meeting: Wednesday,June 8,2022,at 3:00 pm by Zoom Video Conferencing.
If regular face-to-face meetings resume,a notice will be sent with the agenda for the April
meeting. The Zoom link will also be sent to Commissioners.
