CALL TO ORDER 5:06 p.m. . - APPROVAL OF AGENDA Unanimously approved, 7-0 APPROVAL OF MINUTES Draft minutes of Jan. 18, 2022 Unanimously approved, 5-0. CHAIRMAN'S REPORT 2022 Town Elections Mr. Lowell encouraged the HSAB three incumbents to run again for the board. Mr. Szydlowski indicated he would not be running to defend his seat, Mr. Bossi said he would be doing a write-in campaign and Mr. Pronk said he would be running to defend his seat. MARINE DEPARTMENT REPORT: General Marine Department report— Sheila Lucey No report. NATURAL RESOURCES REPORT General Natural Resources Department report—NRD staff Ms. Riley reported that the storm caused some frozen pipes at the hatchery. Ms. Riley reported that commercial scallop license renewal notices would be sent out this week. Ms. Riley that she's received an expression of interest for the "NBT" grant for a two-year project in Sesachacha Pond. She added that she needs to provide more information for another grant to aid in the eradication of wigeon grass in that pond. Mr. Riley reported she and her staff are still working with the state's Division of Marine Fisheries (DMF) to restart work on the Shimmo Creek oyster restoration pilot project, which had been closed due to DMF's seasonal shellfish bed closure in the west end of Nantucket Harbor. Ms. Riley added that the earliest work would continue is 2023. Mr. Brace told me Ms. Riley he would be sending Ms. Riley some suggested edits on her letter to the DMF in regards to seasonal shellfish bed closures. PUBLIC COMMENT ON MARINE DEPARTMENT / NATURAL RESOURCES REPORT OLD BUSINESS Ted Lambrecht's oyster lease —Review of recommendation letter to Select Board Mr. Szydlowski said that Mr. Brace's statement in this letter that the board had intended to send the same recommendation back to the Select Board could be construed to indicate that the board met illegally. He added that the word "angered" and the sentiment behind it should be removed from the letter. Mr. Lowell agreed with both of Mr. Szylowski's points. Mr. Bossi said there was too much background in the letter. He recommended that the letter should be limited to the HSAB's recommendation and background comments from Jeff Carlson, director of the Natural Resources Department. Mr. Brace said it's crucial that the Select Board understand that Mr. Lambrecht did not adhere to the NRD's stop work order and that this order wasn't enforced by the Select Board. Mr. Brace agreed to make the recommended revisions to the letter. Mr. Pronk asked if Mr. Lambrecht removed all of his gear from the harbor before putting more gear into the harbor. Mr. Bossi said that not all of the gear was removed before more gear was put in the water by Mr. Lambrecht. The HSAB voted 7-0 that Mr. Brace should make the recommended changes and send the letter to the Select Board ASAP. Excessive sand in scallops/Dredging plan —Discussion Mr. Lowell asked Ms. Riley for an update on the dredging plan. Ms. Riley said that at a recent NRD staff meeting, she learned that there would a sediment transport study done by the town. Mr. Fronzuto reported that the fertilizer group met for the first time in three years and agreed to get back to work on this issue with the NRD, the Health Department and the Board of Health. Mr. Lowell agreed. Mr. Fronzuto asked if cold water kills this algae. Ms. Riley said it does survive the winter months. Coastal Resilience Advisory Board—Update No Report.
