CALL TO ORDER: 4:00 p.m. PRESENT: Mark Donato, Kristina Jelleme,Neil Paterson,Allen Reinhard, John Stackpole. STAFF PRESENT: Jesse Bell, Executive Director; Eleanor Antonietti, Executive Assistant; Susan Campese, Administrator/Finance Manager; Rachael Freeman, Environmental and Agricultural Coordinator; Marian Wilson, Assistant Administrator. Miacomet Golf Course ("MGC") General Manager, Alan Costa; MGC Director of Agronomy, Sean Oberly; Morningstar Golf and Hospitality LLC, President and CEO, Matthew Galvin; Nantucket Inquirer &Mirror Reporter, Dean Geddes; Nantucket Current Reporter, Jason Graziadei; and Ian McNiece, were also present at call to order. I. CONVENE IN OPEN SESSION: A motion was made by Commissioner Reinhard and duly ' seconded by Commissioner Stackpole to waive the reading of the remote meeting instructions. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye; Allen Reinhard-Aye; John Stackpole-Aye;Neil Paterson-Aye. A. PUBLIC COMMENT/STAFF ANNOUNCEMENTS: 1. Dog Park Opening: Ms. Bell confirmed that the opening of the dog park at the corner of Miacomet and Surfside Roads will take place on Sunday,December 12, 2021, at 1:00 p.m. Ms. Bell and Commissioner Jelleme will give brief speeches followed by Commissioner Jelleme cutting the ribbon. Commissioner Reinhard thanked the Land Bank staff for planning three park openings within the past three months. 2. Consue Springs: Mark Donato noted that the marsh master had made significant progress with invasive plant removal in the wetland, opening up views to the harbor from Orange Street. B. GOLF BUSINESS: 1. Golf Course Management Services Proposal—Interview: Ms. Antonietti explained that the interview was the final step in the RFP evaluation process. Chairman Paterson asked the representatives of Nantucket Golf Management, Inc. and Morningstar Golf and Land Bank Commission Page 2 December 7, 2021 Hospitality LLC to introduce themselves and then went through a series of questions regarding . their management approach, inquiring about priorities, organizational structures, staffing levels, professional development,member relations,policies,procedures, as well as experience with capital projects and strategic planning. Individual Commissioners asked some additional questions and asked for clarification and expansion on some of the answers given. When there were no more questions, Ms. Bell recommended that the Commission formally close the evaluation process. A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to conclude the final step of the RFP evaluation process. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. Chairman Paterson thanked the representatives from NGM Inc. and Morningstar Golf and Hospitality Group for participating in the remote interview. 2. Special Meeting Scheduling—Sconset Golf Course Proposed Improvements: Mr. Oberly confirmed that the problem areas on the course had been marked and he would like to conduct a site visit with the Commission to review Tyler Rae's conceptual plan for improvements to the course as previously discussed. A tentative meeting was set for December 21, 2021, at 12:00 p.m. Alan Costa, Sean Oberly, Matthew Galvin departed the meeting at 5:10 p.m. C. REGULAR BUSINESS: 1. Second Meeting in December- Discussion: Ms. Campese inquired whether the Commission had travel plans that would impact the second Land Bank meeting scheduled for December 28th. The consensus was to wait and see if the meeting was needed based on what develops on the agenda. Dean Geddes, Ian McNeice and Jason Graziadei departed the meeting at 5:13 p.m. II. EXECUTIVE SESSION: A motion was made by Commissioner Reinhard and duly seconded by Commissioner Jelleme to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review and approve executive session minutes. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson- Aye; Allen Reinhard—Aye; John Stackpole-Aye. The Chairman declared under Purpose.6 [G.L. c. 30A, 21(a)(6)] that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position. The Chairman further announced that the Commission would not reconvene in regular session at the conclusion of executive session.
