Posted Meeting of December 21,2021 Held by Zoom Videoconferencing FINAL AND APPROVED MINUTES • 1. Call to Order,Approval of the Agenda,Approval of Minutes,and Public Comments. A. Chair Allen Reinhard called the meeting to order at 4:01 pm. In attendance were Committee Members Rick Atherton,Nelson (Snookie)Eldridge,Ed Gillum, Bill Grieder,Nat Lowell,Allen Reinhard,Rob Ranney, Lee Saperstein and Phil Smith; there was a quorum at all times. All responded to an attendance roll call. The meeting was recorded and can be viewed on You Tube. Supporters attending: Stephen Arceneaux, Director, DPW, Ken Beaugrand, Real Estate Specialist(left at 4:36 pm),Arthur Gasbarro, Chair, Traffic Safety Work Group,Nathan Porter, Nantucket GIS Coordinator, and Phyllis Ruguaru, DPW Office Manager. B. Approval of the Agenda. The agenda was approved unanimously by acclamation. C. Public Comments. None. D. Minutes. Approval of the minutes from November 16,2021,was moved by Rick Atherton and seconded by Ed Gillum; with a small editorial change in Item 2. Chapter 91, on who proposed notification to the Roads and Right of Way Committee—it was Jeff Carlson,the minutes were approved unanimously by roll-call vote. 2. Ken Beaugrand Update on Road and Sidewalk Projects. Allen Reinhard said that he had put Ken Beaugrand's report first on the agenda in case Ken needed to get away. With appreciation for the thought,Ken Beaugrand started his report. Work is progressing on re-building Lovers Lane, starting with obtaining easements to locate drainage, which will need to go outside of the road layout. He said, also,the planning for new multi-use paths is underway. With respect to sidewalks on upper Main Street,the Town is looking at a compatibility between good design and maintenance of the historic fabric. 3. Map Project, Chapter 91,Public Access Map Locations: Nathan Porter,Phil Smith,and Possibly Jeff Carlson. Allen Reinhard introduced this agenda item on the map project by saying that this is the committee's signature project. He then asked Phil Smith to give an update on mapping progress who then spoke of the work done by Nathan Porter to locate items on GIS overlay sheets. The 1 property locations of identified Chapter 91 licenses was put on a layer some time ago. Lee Saperstein used the Zoom Screen Share to show a copy of the map; it is also attached to these minutes. Phil Smith went on to report that Nathan Porter had also placed on a GIS layer all of the Public Way monuments listed on the Committee's chart,which can be found on its web page. For clarity,the overview map of monument locations has been broken up into four segments; all of these are also attached to the minutes. Jeff Carlson was not at the meeting,which meant that further discussion of actions on Chapter 91 Licenses would be deferred until he could attend. Ken Beaugrand said, as he prepared-to leave the meeting,that he was pleased to have this information in a visual form. • 4. Plan for Locating and Installing New Public Way Monuments. Item 3. led directly into this item on Public Way Monuments. It is hoped, said both Allen Reinhard and Phil Smith,that all new monuments could be in the ground and documented on the Town's GIS by May of next year. Allen Reinhard noted that there are both upright and flush monuments in the DPW yard. He added that he and Lee Saperstein had visited the sites suggested for new or additional monuments and that a review and update of the chart (https://www.nantucket-ma.gov/DocumentCenter/View/1 097/Master-Chart-Locations-of-Public- Way-Markers?bidId=; https://www.nantucket-ma.gov/DocumentCenter/View/1101/Public-Way- Monument-Project -Phase-II-Recommended-Location-of-Markers?bidld=)was in order. Lee Saperstein noted that he had some of the later locations stored in a file;they need to be added to the master chart so that all monument information would be in one file. Phil Smith suggested that someone,perhaps he, needs to visit each of these monuments to see if they are still in place and visible. He asked Stephen Arceneaux if brush cutting could be arranged for those that cannot be seen. Stephen Arceneaux replied that this task could be added to their annual work list. 5. Draft Statement to Nantucket State Delegation Regarding Amending Chapter 91: Rick Atherton. Allen Reinhard invited Rick Atherton to report on the proposal by Dylan Fernandes, Representative, and Julian.Cyr, Senator,to add the word"recreation",to the list of permitted activities on intertidal lands found in the Waterways Chapter of the General Legislation, 91 MGL. Rick Atherton has spoken with Nantucket's representatives and said that they are polishing their proposed amendment. He said, further,that he is drafting a letter of support and will share it with the committee when it is ready. At that moment in time,the committee may choose to vote on a motion to support the change. 6. Old,New,and Other Business,and Member Comments, Bill Grieder said that the brush around milepost 3 on the Madaket Road needs to be cleared so that it could be seen from a moving car and Stephen Arceneaux agreed to put the task on a work order. Snookie Eldridge noted that it has been two years since he first reported on poor sight 2 lines in `Sconset. Stephen Arceneaux said that the DPW has been reviewing encroachments and that this task may be of benefit to `Sconset. 7. Adjourn. Adjourn: The meeting was adjourned at 4:49 pm by consensus.
