STAFF PRESENT: Jesse Bell, Executive Director; Eleanor Antonietti, Executive Assistant; Susan Campese,Administrator/Finance Manager; Marian Wilson, Assistant Administrator; Rachael Freeman, Environmental and Agricultural Coordinator; John Kuszpa,Director of Property Management. Mary Longacre, Coastal Resiliency Advisory Committee Member was also present at call to order. A. CONVENE IN OPEN SESSION: A motion was made by Commissioner Reinhard and duly seconded by Commissioner Donato to waive the reading of the Remote Meeting Instructions. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson- Aye; Allen Reinhard-Aye; John Stackpole-Aye. 1. PUBLIC COMMENT / STAFF ANNOUNCEMENTS: Ms. Bell stated that the house at 44 Washington Street was scheduled to be moved off the lot by January 14, 2022. 2. PROPERTY MANAGEMENT: a. Dog Park Maintenance—Discussion: Ms. Bell explained that the field crew monitored the new park daily and identified three issues due to heavy usage in the large dog area. She displayed photographs of a large puddle had been fenced off, a muddy area in the middle as well as stressed grass at the entryway inside the fence. Mr. Kuszpa recommended a few maintenance techniques to improve the grass areas due to heavy foot traffic. He also noted that construction of the third dog park area designated for agility training could potentially be used on a rotational basis to assist with the grass maintenance should one area need to be closed. b. Director of Property Management—Building Maintenance Recommendations: Mr. Kuszpa summarized Land Bank owned structures and presented an overview of maintenance needs to the Commission. Further, he proposed a list of maintenance projects for each structure prioritized by needs and estimated costs per structure. A motion was made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to approve the capital repair requests as recommended by Mr. Kuszpa. Sesachacha Pond Bioswale and Boardwalk-Request and Proposal: Ms. Freeman presented a GIS Map of the northeast section of the pond and Sesachacha Road. She explained there had been a request from Quidnet residents to create an accessible pathway with a seating area on the beach. Further,the Town alerted her that stormwater runoff tended to flow down the two footpaths on Land Bank properties. Ms. Freeman proposed creating a bioswale in collaboration with the town to mitigate the runoff. Additionally, she recommended designing an accessible boardwalk to the beach. She asked for the Commission's approval to hire a surveyor and start the design and permitting process. She anticipated a summer completion for the project. Ms. Longacre commented that the Land Bank should be aware of the Town of Nantucket's Coastal Resiliency Plan and the Department of Public Works plans for road improvements around the pond and to make sure any projects were consistent and not in conflict with those plans. Ms. Freeman confirmed that Natural Resources Director,Jeff Carlson had approached the Land Bank initially about the stormwater runoff and pond area improvements. A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to approve Ms. Freeman's request to begin the design phase for the bioswale, accessible boardwalk, and seating area at Sesachacha Pond. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. 3. TRANSFER BUSINESS: a. December 2021 Transfers—Record Nos. 44053 through 44230: The Commission reviewed transfers for the period of December 1,2021,through December 31, 2021. 1. Current"M"Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the"M" exemption as first-time buyers of real property: No. 44067 Michael Eldridge and Ivelina Eldridge No. 44090 Amy Sanford No. 44106 Ethan Cal Potter and Jonelle Lizelle Gurley No. 44127 Jacob Ian Martinson and Kimberly Brooke Hickman No. 44208 Joseph L. Tirone A motion was made by Commissioner Jelleme and duly seconded by Commissioner Reinhard to authorize the issuance of a Notice of Liens on the above-referenced properties.A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye; Allen Reinhard-Aye; John Stackpole-Aye;Neil Paterson-Aye. 4. APPROVAL OF MINUTES: A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to accept, approve, and release the regular session minutes of December 28, 2021, and the special meeting of December 15,2021, as written. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard—Aye; John Stackpole-Aye. Land Bank Commission Page 3 January 11, 2022 5. FINANCIAL BUSINESS: a. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar and fiscal years 2020 and 2021 through December 2021 were presented to the Commission. b. Warrant Authorization—Cash Disbursements: A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to execute the January 11, 2022 warrant document in the amount of$209,721.98 to be provided to the county treasurer. A roll call vote was taken on the motion: Mark Donato-Aye;Neil Paterson-Aye; Allen Reinhard- Aye; John Stackpole-Aye.Commissioner Jelleme recused herself from the vote. Ms. Longacre departed the meeting at 4:28 p.m. II. EXECUTIVE SESSION: A motion was made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review and approve executive session minutes. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson- Aye; Allen Reinhard-Aye; John Stackpole-Aye. The Chairman declared under Purpose 6 [G.L. c. 30A, 21(a)(6)] that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position. The Chairman further announced that the Commission would not { reconvene in regular session at the conclusion of executive session.
