Nantucket Land Bank Commission Y Special Meeting of January 19, 2022 Remote Meeting Via Zoom ry 2 £z,.:. 0 : The meeting took place via remote participation via Zoom pursuant to Governor Baker's Mh 12, 2020, Order regarding the Open Meeting Law(attached). c 771 CALL TO ORDER: 4:00 p.m. PRESENT: Mark Donato, Kristina Jelleme,Neil Paterson,Allen Reinhard, John Stackpole. STAFF PRESENT: Jesse Bell,Executive Director; Eleanor Antonietti, Executive Assistant; Susan Campese,Administrator/Finance Manager. Miacomet Golf Course ("MGC") General Manager, Sean Oberly; NGM, Inc., President, Matthew Galvin; MGC Golf Professional, Michael Haberl; and Judy Zurhiedi, were also present at call to order. I. CONVENE IN OPEN SESSION: A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to waive the reading of the remote meeting instructions. A roll call vote was taken on the motion: Mark Donato-Aye;,Kristina Jelleme-Aye; Allen Reinhard-Aye; John Stackpole-Aye;Neil Paterson-Aye. A. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS: None. B. GOLF BUSINESS: 1. 2022 Policies—Review an Discussion: Chairman Paterson explained that his biggest concern moving forward was transparency and beyond that he had four topics he would like to discuss: (a) the possible use of BOTS for reserving tee-times; (b) the equitable division of advanced bookings for lodging establishments; (c)the visibility and management of tee-time reservations so that the public would have full confidence in the system; (d) promotion of the courses, with the request that they be done in conjunction with the Land Bank. Mr. Galvin said before addressing Chairman Paterson's questions he had an announcement. Golf Advisor, which is a blog/rating website by Golf Channel and Golf Now had announced that Miacomet Golf Course had been rated 14th in the country based on course conditions, customer service and value. He pointed out that this was an unsolicited rating by users of Golf Advisor. Mr. Galvin said he had conferred with MGC's EZ Links representative and they had never had any issues with BOTS. Further he explained that BOTS were quite expensive and since tee-time reservations could not be resold,he did not think there was any monetary advantage to using BOTS. However, he would work with EZ Links to explore some possible safeguards to prevent Land Bank Commission Page 2 January 19, 2022 such occurrences. He recommended requiring prepayment of tee-times by credit card which would prevent BOTS and would discourage no-shows or under-shows. This would unfortunately, increase credit card merchant services expenses. He added that he was looking at various merchant services vendors to negotiate better rates. Mr. Galvin said he was concerned with having the tee-sheets online due to privacy issues, however he recommended continuing the practice of having them available each day in the golf shop and further, to make the prior ones available upon request. Mr. Oberly addressed the question of allowing back nine starts and explained that early morning starts were not possible as they would disturb the neighbors. Further, it was complicated to schedule as members were not required to declare if they were playing nine or 18 holes,but non-members were. Current Reporter, Jason Graziadei entered the meeting at 4:16 p.m. Mr. Galvin confirmed that all future promotion planning would include the Land Bank going forward. Mr. Galvin explained that the hotel advanced bookings were open to any hotel or lodging establishment, but not to private home rentals. However, there were advanced group bookings available to anyone at a premium price. Mr. Oberly explained that the group sales were generally less than 200 rounds per year and were mainly wedding parties in the shoulder season. The cost per round was $250 and the group minimum was twelve golfers, and these bookings were not available in July or August. The information was available on the website. Mr. Galvin said he would look at the data and may recommend the rate be increased. The consensus of the Commission was that the current system of group bookings and hotel advanced bookings works as long as they were not allowed in July and August. Commissioner Jelleme said she would like to see this information in a detailed written policy. Additionally, she pointed out that the question regarding the how the Junior Golf program and school teams would be accommodated had not been answered. Mr. Galvin apologized and said he would forward his response by email. Mr. Oberly told the Commission that he was working on revising the proposed tournament schedule to move the Men's member tournament to June and would present it at the next meeting. 2. Sconset Golf Course 2022 Draft Budget—Review and Discussion: Mr. Galvin reported that the budgets were put together by Mr. Costa and Mr. Oberly and he had not had a chance to review them. He asked to table the discussion until the meeting of January 25,2022, to give him time. Commissioner Jelleme asked various questions to be answered at the next • meeting. 3. EXECUTIVE SESSION: A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to go into executive session in order to discuss the purchase, exchange, lease or value of real property. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard—Aye; John Stackpole- Aye. The Chairman declared under Purpose 6 [G.L. c. 30A, 21(a)(6)] that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position. The Chairman further announced that the Commission would not reconvene in regular session at the conclusion of executive session.
