Absent: Liz Almodobar, Attendance was verified by a roll call;there was a quorum at all times. Chair Henry Terry called the meeting to order at 4:01 pm. Mary Longacre read the official notice about remote meetings and the fact of the meeting being recorded. Approval of the draft minutes for the meeting of January 21, 2022,was moved by Mary Anne Easley, seconded by Alison King, and approved unanimously by roll-call vote. Henry Terry introduced Regen Horchow,who was joined shortly by Mickey Rowland,to review their interim report on issue 7. "Services and Facilities,"which is attached. She began with a brief review of the report and then said that parking on sidewalks was a key issue for them. With parking allowed on a number of narrow streets, motorists will place their cars partly on the sidewalk or, as in the case of India Street,where posts and bollards make that impossible, wide vehicles will go up on the opposite sidewalk. Mary Longacre suggested that curb cuts on these streets be replaced with street-side ramps, which would keep the sidewalk at a consistent width. Mickey Rowland and Lee Saperstein replied that this would narrow the street even more,potentially to less than the legal minimum width. Marsha Fader then said that Nantucket is meant to be walkable for residents and visitors alike and on some streets it is not. This was an important issue for which we should have public input and she suggested a survey. Mickey Rowland, chair of the Commission on Disability, said that their group has looked at street accessibility. He noted that there are some streets, such as Dover and York,that are heavily traveled but are so narrow that they support neither parking or sidewalks. Marsha Fader then suggested that, if we do a survey, it should list candidate streets. Mickey Rowland agreed and suggested that we coordinate with the Traffic Safety Work Group. Regen Horchow suggested that there be a street-by-street condition survey done before a public-opinion survey. Lee Saperstein said (by chat) that the Committee on Roads and Right of Way did a very thorough survey of sidewalk conditions in the Town and along major streets leading into Town in 2015; it is also attached (the Excel spread sheet is available from him). Alison King suggested, as a refinement of the suggestion for satellite parking lots,that bus service be provided to the Silver Street lot. It was pointed out that a bus goes down Dover Street and that the Silver Street lot is overfilled in the summer. Mary Longacre said that the Work Group will need to make its recommendations as a committee of the whole. Thus, said Regen Horchow and Mickey Rowland, a survey is needed. Henry Terry added that this request will need to go to the Director of Planning for approval and implementation. The question was asked if the survey was to be an 1 opinion poll or an observational one. Regen Horchow was in favor of an opinion poll but backed up, as suggested by Mickey Rowland, by a street-by-street analysis. Marsha Fader said that this issue may also be part of the report of the Circulation (and traffic) subcommittee. This conflict, if one exists,can be resolved when the draft report is assembled by cross referencing recommendations. Henry Terry then brought the discussion into focus by asking if the Work Group wished to recommend the administration of a survey. Mary Longacre referenced the survey administered by the Madaket Conservation Association. She suggested, also,that the survey can be formed by input from each subcommittee,that would submit two questions to be included. There was agreement to proceed although it was noted that the Town is much more mixed in use than is either Madaket or `Scon`set, which will require careful drafting of a survey to ensure that it is valid. With a comment that future meetings should have log-in reminders along with the Zoom link, a move to adjourn was made by Mary Anne Easley, seconded by Mary Longacre, and approved unanimously. Services and facilities: Regen Horchow and Mickey Rowland. • Parking issues impacting residents o Consider requiring Resident Parking Permits in the entire district to prevent town workers from parking on residential streets all day. o Consider a remote parking lot with a new NRTA service which operates frequently at beginning and end of the work-day o Encourage adding disabled parking spaces throughout the district to enable disabled residents and visitors to park closer to their homes o Encourage NRTA to coordinate schedules to enable ferry users to use their service. This would reduce the amount of congestion at both terminals. o Ensure that yellow lines are clearly and appropriately painted to establish legal vs. illegal street parking o Establish rules related to how much of the sidewalk a parked car can occupy • Improve Street Lighting o Promote the use of historic lighting fixtures using LED bulbs of a warm color. o All new lighting should follow dark skies concepts • Accessibility and safety of sidewalks for pedestrians o Aggressively repair uneven sidewalks o Install curb cuts where still needed o Bury the utility wires where the poles obstruct sidewalks (on Cliff Road, for example) and whenever a road or sidewalk is being resurfaced, or at least install the conduits for future use. o Build new sidewalks where there are currently none, such as Prospect St. and lower Pleasant St. • Noise Issues o Encourage NRTA to switch to quieter and cleaner electric vehicles. o Promote bylaws that require landscape companies to switch from noisy and polluting gasoline powered equipment to cleaner, quieter electric powered equipment. • Neighborhood culture and preservation o Support the operations-and continuation of existing public services which exist in or near residential neighborhoods such as restaurants (i.e. American Seasons, Woodbox), inns, retail stores, churches, historic properties open to the public, educational institutions, and group senior residences. 3 o Strongly oppose the expansion of any of the above businesses, such as increasing the current bedroom count in Inns, or the seating capacity in restaurants, or a change in retail use that might increase the traffic generated by the current business use. • Impact of flooding and sea rising o Encourage the use of resilient construction guidelines in areas prone to flooding. 4 SIDEWALK SURVEY SUMMARY 25 JANUARY 2015;ALPHABETICAL ORDER I.
