Regular Meeting of August 10, 2021

This open meeting of the Nantucket Land Bank Commission is being conducted remotely pursuant
to Chapter 20 of the Acts of 2021.
CALL TO ORDER: 4:00 p.m.
PRESENT: Mark Donato, Kristina Jelleme, Neil Paterson, John Stackpole, Allen Reinhard
STAFF PRESENT: Jesse Bell, Executive Director; Eleanor Antonietti, Executive Assistant; Susan
Campese, Administrator/Finance Manager; Marian Wilson, Assistant Administrator; Rachael
Freeman, Environmental Coordinator.
Dean Geddes, Inquirer and Mirror Reporter; Denis Toner, Beaune/Nantucket Jumelage Statue
Committee; and Posie Constable, Managing Director for Sustainable Nantucket were also present
at call to order.
A. CONVENE IN OPEN SESSION: A motion was made by Commissioner Reinhard and duly
seconded by Commissioner Stackpole to waive the reading of the remote meeting instructions. A roll
call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye; Allen Reinhard-Aye;
John Stackpole-Aye; Neil Paterson-Aye.
1. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS: Ms. Bell stated that a short
dedication ceremony by the Nantucket Historical Commission and Museum of African American
History unveiling a monument honoring the life of Arthur Cooper, a former Angola Street resident
from the early 1800s, will be held on Thursday, August 12, 2021, at 4:00 p.m. at the Garden by the
Sea property. Commissioners, staff, and members of the public are welcome to attend.
2. PROPERTY MANAGEMENT:
a. 14 & 16 Candle House Lane — Irrigation Discussion: Ms. Bell reported that staff
had observed the trees, grass and plantings in the garden beds were stressed due to the extreme heat
and dry summer conditions at the Garden by the Sea and recommended installing an irrigation system.
A motion was made by Commissioner Stackpole and duly seconded by Commissioner Donato, to
approve the staffs request to dig a well and install an irrigation system for the property as
recommended by staff. A roll call vote was taken on the motion: Donato-Aye, Paterson-Aye,
Reinhard-Aye, Stackpole-Aye, Jelleme-Aye.
b. Sustainable Nantucket Farm Fresh Feast: Ms. Constable sought approval to host a
fundraiser on September 2, 2021. The Fall Fresh Feast would include a cocktail party and a four-
course dinner sourced by the local farmers. The event would be held at the farm at 5:30 p.m. and
would be limited to 50 people. A motion was made Commissioner Stackpole and duly seconded by

Commissioner Donato to approve the event as proposed by Ms. Constable. A roll call vote was
taken on the motion: Donato-Aye, Paterson-Aye, Reinhard-Aye, Stackpole-Aye, Jelleme-Aye.
c. Statue Proposal: Ms. Bell informed the Commission that Mr. Toner had contacted
the Land Bank previously about his statue project, seeking to install it on a downtown waterfront
property. Mr. Toner stated that this was a project he had been working on for many years and that
Paul Day, world-renowned sculptor,had created a piece to celebrate the sister towns of Beaune,
France and Nantucket. The bronze statue would be approximately 13 feet tall and feature the
whaling heritage of Nantucket on one side and a farmer picking grapes on the other side.
Commissioner Jelleme inquired as to whether there would be additional lighting requirements and
whether Mr. Toner was considering any alternative locations. Mr. Toner confirmed that lighting is
an essential element of the sculpture and that he preferred a Land Bank waterfront location noting
that he thought Petrel Landing was an ideal location. Discussion followed and the Commission
stated that they had concerns about a property that was currently under litigation and would likely
not be ready for the public for many years. Commissioner Donato thanked Mr. Toner for his
presentation and suggested the Commission take his comments under advisement and postpone any
decision until a future meeting.
Mr. Toner departed the meeting at 4:35 p.m.
d. Environmental Coordinator—Projects Update: Ms. Freeman provided an update
on shorebirds and let the Commission know that an osprey nest in Head of Plains fell onto a trail
requiring it to be temporarily closed, however the chick had since fledged, and the trail was
reopened. Further, she reported that staff was planning on using the American Farmland Trust as a
consultant advisor to help with the development of a Request for Proposals for the Eat Fire Spring
Farm property as well as the additional acreage available at 168 Hummock Pond Rd. Ms. Freeman
also reminded the Commission that the Land Bank had contracted with SWCA Environmental
improve the water quality in the Goose Pond. The Phragmites removal project for Consue Springs
will begin in this fall as well as continuing invasive species eradication at Long Pond, Miacomet
Pond, and Hummock Pond in collaboration with the Nantucket Pond Coalition. Land Bank staff
along with other conservation organizations have been monitoring harmful algae blooms and
putting up signage as needed across all the ponds. Ms. Freemen stated that the McAlinden dock was
permitted and that construction would begin in 2022. Groundwater monitoring would continue in
the fall at all of the Land Bank's managed properties. Projects in the planning phase are the Cisco
parking area, Maxcy Pond parking, artistic rendering of the Miacomet Bridge, trail from the dog
park to connect to Miacomet trails. Ms. Freeman said there will be an upcoming presentation from
the Woods Hole Group on the Washington Street corridor which will include park planning
concepts as well as coastal resiliency measures, and that the Lily Pond restoration plans would be
presented at the next Land Bank meeting. Lastly, Ms. Freeman, Mr. Pollock and Ms. McHugh have
come up with a revised management and monitoring plan for the orchard to improve the aesthetics.
3. TRANSFER BUSINESS:
a. July 2021 Transfers—Record Nos. 43422 through 43508. The Commission reviewed
transfers for the period of July 1, 2021, through July 31, 2021.

b. Current"M" Exemptions and Liens: The Commission authorized the placing of liens
against the following properties as a result of the purchasers claiming the "M" exemption as first-time
buyers of real property:

No. 43487 Acked LLC
c. Current "0" Exemptions and Liens: The Commission authorized the placing of liens
against the following properties as a result of the purchasers claiming the "0" exemption as part of a
deed-restricted affordable housing program:
No. 43451 Anna Grace Samuels and Radcliffe Lloyd Samuels
No. 43497 Erin Zircher and Samuel Shamoun
4. APPROVAL OF MINUTES:
a. Upon a motion made by Commissioner Stackpole and duly seconded by
Commissioner Jelleme, it was unanimously VOTED to accept, approve, and release the regular
session minutes of August 3, 2021, as written.
5. FINANCIAL BUSINESS:
a. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal
years 2020 and 2021 through July 2021 were presented to the Commission.
b. Warrant Authorization—Cash Disbursements for August 10, 2021: Upon a motion
made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was VOTED to
ratify and confirm the prior action of executing a warrant document in the amount of$302,908.25 to
be provided to the County Treasurer.
Mr. Geddes and Ms. Constable departed the meeting at 4:53 p.m.
II. EXECUTIVE SESSION: Upon a motion made by Commissioner Jelleme and duly seconded by
Commissioner Donato, it was unanimously VOTED to go into executive session in order to discuss
the purchase, exchange, lease or value of real property, discuss pending litigation and review and
approve executive session minutes. A roll call vote was taken: Donato-Aye, Paterson-Aye,
Reinhard-Aye, Stackpole-Aye, Jelleme-Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)]
declared that discussion of these matters in open session may be detrimental to the Land Bank's
negotiating position and that the Commission would reconvene in regular session following
executive session.
ADJOURNMENT: Upon a motion made by Commissioner Stackpole and duly seconded by
Commissioner Donato, it was VOTED to adjourn at 6:00 p.m.
