CALL TO ORDER: 1:00 p.m. PRESENT: Mark Donato, Kristina Jelleme, Neil Paterson, Allen Reinhard, John Stackpole. STAFF PRESENT: Jesse Bell, Executive Director; Eleanor Antonietti, Executive Assistant; Susan Campese, Administrator/Finance Manager; Rachael Freeman, Environmental Coordinator. Miacomet Golf Course ("MGC") General Manager, Alan Costa; MGC Director of Agronomy, Sean Oberly; and Golf Architect, Tyler Rae, were also present at call to order. A. CONVENE IN OPEN SESSION: A motion was made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to waive the reading of the remote meeting instructions. A roll call vote was taken on the motion: Kristina Jelleme-Aye; Allen Reinhard-Aye; John Stackpole- Aye; Neil Paterson-Aye 1. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS: None. 2. GOLF BUSINESS a. Sconset Golf Course ("SGC") — Master Plan Presentation and Discussion: Mr. Rae described his firm and went on to explain how they arrived at the draft master plan. He proposed some slight adjustments to holes 1, 3, 7 and 8, and showed more substantial changes to Holes 2, 4, 6 and 9 in order to improve traffic circulation during play and resolve safety issues. Further,he recommended renumbering hole 6 to 9 and 9 to 6, which would mean the course would end at the clubhouse and the hole would be raised to eliminate the hill, thereby making access to the clubhouse easier. Mr. Oberly said the changes could be done in phases and Mr. Rae indicated that his team could manage the installation themselves for an estimated cost of$500,000. Ms. Freeman said the changes to hole 2 would likely require permitting with Natural Heritage but wanted to review the plan further and report back. Nantucket Inquirer & Mirror reporter, Dean Geddes entered the meeting at 1:12 p.m. b. Miacomet Golf Course Driving Range — Renovation and Expansion Discussion: Mr. Rae showed a plan to expand the driving range both in length and additional tee spaces; create a new short game area near the driving range; enlarge the putting green and create a Himalayas putting course; extend the 1 st and 2nd holes to create more space between groups to improve pace of play; and move the 18th green away from clubhouse for safety reasons. Commissioner Donato asked if doubling Land Bank Commission Page 2 August 11, 2021 the size of the driving range was sufficient. Mr. Rae said he thought an additional 10 tees beyond that would be better and there seemed to land available. Ms. Freeman pointed out that the extension of the 1 St hole as drawn was not possible as it extended into land that was permanently protected by a conservation restriction. Further, she explained that there were many difficult permitting hurdles due to the restrictions of the current Natural Heritage permit. Mr. Oberly, Mr. Rae and Ms. Freeman agreed to meet and investigate what was possible. Ms. Freeman said she thought the driving range project would be the easiest to permit. Mr. Oberly estimated the total cost to be $500.000.
