AIRPORT COMMISSION MEETING
Executive Session Minutes
May 14,2019
The meeting was called to order at 6:30 pm by Chairman Daniel Drake with the following
Commissioners present:Jeanette Topham and Arthur Gasbarro
Commissioner Andrea Planzer participated remotely as her physical attendance was unreasonably
difficult.
Commissioner Anthony Bouscaren was absent.
The meeting took place in the 1st floor Community room at the Public Safety Facility, 4
Fairgrounds Rd,Nantucket, MA.
Airport employees present were: Thomas Rafter, Airport Manager, Lillian Sylvia, Administrative
Assistant, and Katy Perales, Office Manager
Also present for the discussion of item no.1: John Grangrade, Maintenance Supervisor and
Francis Grangrade his wife.
1. Discussion Regarding the Physical Condition of an Airport Employee.
Mr. Rafter reported that John Grangrade has been diagnosed with a physical condition that will
require treatment and surgery. John will most likely be on a leave of absence for July and
August. Seasonal staff will be most likely hired to help fill the gap in the department. The
Commissioners expressed to Mr. Grangrade best wishes and hope for a full recovery.
2. Review of Pending Minutes
Ms. Topham made a Motion to approve, but not to release the 4/9/2019 Executive Session
Minutes Second by Ms. Planzer and Passed by the following roll-call vote:
Ms. Planzer-Aye
Ms. Topham-Aye
Mr. Gasbarro-Abstain
Mr. Drake-Aye
3. Discussion Regarding Collective Bargaining Agreement-Mr. Rafter Reported:
+ Town Administrator held a meeting for Department Supervisors to discuss town
collective bargaining strategies for the upcoming contract negotiation process. The
meeting was used as a brainstorming session to discuss topics that may be the focus on
the next round of negotiations. Mr. Rafter noted that he had had reviewed whether the
Airport should change to use Airport Counsel to represent it in the labor negotiations, but
had determined it made sense to continue to use Town Counsel for this round because of
the issues common to both the Town's and the Airports' negotiations. Airport
Administration will be starting discussions with Town Counsel regarding this matter.
+ Mike O'Neil has petitioned Town Administration to support a change for the
Maintenance Department to be included in Group 4 similar to the Operations
Department. The concern is that the Maintenance department has firefighting
responsibilities and is not categorized correctly in the retirement system. Airport
Administration clarified with both Mr. O'Neil and Town Administration that this is the
decision on the retirement association and not the Nantucket Memorial Airport or Town
of Nantucket.
Having no further business, Ms. Topham made a Motion to adjourn. Second by Mr. Gasbarro
and Passed unanimously by the following roll-call vote:
