Bouscaren Andrea N.Planzer Jeanette D.Topham AIRPORT COMMISSION MEETING Executive Session Minutes February 12,2019 The meeting was called to order at 6:55 pm by Chairman Daniel Drake with the following Commissioners present: Andrea Planzer,Arthur Gasbarro,and Anthony Bouscaren. Commissioner Jeanette Topham was absent. The meeting took place in the 1 St floor Community room at the Public Safety Facility,4 Fairgrounds Rd,Nantucket, MA. Airport employees present were: Thomas Rafter,Airport Manager and Lillian Sylvia, Administrative Assistant. Review of Pending Minutes Mr. Bouscaren made a Motion to approve,but not to release,the 1/14/19 Executive Session Minutes. Second by Mr. Gasbarro and Passed unanimously by the following roll-call vote: Mr. Gasbarro-Aye Ms. Planzer-Aye Mr. Bouscaren-Aye Mr. Drake-Aye Apron Area 3 Pavement Project The Airport received a cost estimate of$89,900 to complete a forensic analysis for Apron Area 3 rutting. Mr. Rafter forwarded this estimate to MASSDOT and FAA, and is waiting to have a discussion with John Merk from FAA. The forensic analysis would provide a fix to the physical condition of Apron Area 3. Mr. Drake asked if this project should be put on the transfer warrant for Town Meeting. Mr. Rafter and Commissioners came to the agreement that the amount for the forensic analysis should be put on the transfer warrant for Town Meeting and ratified at the next open meeting. After one year of limited operations, it was agreed that there should be no rutting on the Apron. If design is the reason for Apron Area 3's faults, it could end up being a bond issue. If construction is the reason, it could end up being a warranty issue. The reason for the rutting is unknown,therefore the Airport will have to spend some money in order to figure out a solution, but it is agreed that$89,900 is too high. Mr. Drake recommended seeing if anyone else is willing to bid, and to check with the Airport Counsel to see if this task requires procurement. Mr. Rafter was authorized to spend up to $90,000 for forensic examination of Apron Area 3. subject to ratification with the objective of getting the money from retained earnings and subject to ratification at the next open Commission Meeting. Mr. Rafter is waiting to hear back from FAA,to see if they can provide any funds, and do the analysis themselves. Having no further business,Mr. Bouscaren made a Motion to adjourn. Second by Ms. Planzer and Passed unanimously by the following roll-call vote: Mr. Gasbarro-Aye Ms. Planzer-Aye Mr. Bouscaren-Aye Mr. Drake-Aye Meeting adjourned 7:15 pm.
