AIRPORT COMMISSION MEETING
Executive Session Minutes
August 5,2019
The meeting was called to order at 2:00 pm by Chairman Daniel Drake with the following
Commissioners present: Jeanette Topham,Arthur Gasbarro, and Andrea Planzer
Commissioner was Anthony Bouscaren absent.
The meeting took place in the ARFF Training Room at the Nantucket Memorial Airport, 14
Airport Road,Nantucket,MA.
Airport employees present were: Thomas Rafter, Airport Manager, and Katy Perales, Office
Manager.
To discuss strategy with respect to the litigation regarding the Gatto Property,where the
Chair has determined that an open session may have detrimental effect on the litigating
position of the Airport Commission.
Mr. Drake advised the Commission that Mr. Gatto, in a letter to the Select Board had declined the
Commission's most recent settlement offer and had filed a complaint in Superior Court. After
seeing the correspondence between the Town Manager and Town Counsel, he spoke with Mr.
Rafter and Airport Counsel and they agreed that the Commission should request that Select Board
to appoint Airport Counsel to represent the Town at the Airport's expense. Mr. Drake also said
he had discussed this with Select Board Chair Dawn Hill Holdgate and with Town Manager
Libby Gibson and they were in accord with the proposal. The Commission then reviewed the
draft request letter to the Nantucket Select Board and Complaint, both of which are attached.
Ms. Topham made a Motion to approve,the draft letter as presented to be sent to the Select
Board with the Complaint attached. Second by Ms. Planzer and Passed by the following roll-call
vote:

Mr. Gasbarro-Aye
Ms. Topham made a Motion to adjourn the meeting, Second by Ms. Planzer and Passed by the
following roll-call vote:

Mr. Gasbarro-Aye
Meeting adjourned 2:05 pm.
