Topham AIRPORT COMMISSION MEETING Executive Session Minutes March 12,2019 The meeting was called to order at 5:30 pm by Chairman Daniel Drake with the following Commissioners present:Jeanette Topham,Arthur Gasbarro, and Anthony Bouscaren. Commissioner Planzer is participating remotely as her physical attendance is unreasonably difficult. The meeting took place in the 1St floor Community room at the Public Safety Facility, 4 Fairgrounds Rd,Nantucket, MA. Airport employees present were:Thomas Rafter,Airport Manager and Lillian Sylvia, Administrative Assistant. Review of Pending Minutes Hold approval and release for future meeting due to pending matters. Apron Area 3 Pavement Project Mr. Rafter received a call from MASSDOT offering$800,000 to fix the rutting and add another hardstand for Apron Area 3. The construction estimate is between$500,000 and$700,000,and the engineering estimate is between $100,000 and$200,000. The top priorities were identified, so that the project could be put in as alternates. Mr. Rafter explained the concrete work that would be completed and the construction of a hardstand for the new 5th position. The airport would have to pay 5%($40,000)of the$800,000. The Finance Dept. will approach the Town Manager about a technical amendment to the 2018 capital budget, because it will be quickly reimbursed. If all pay recs are into the state by May 15, 2019,they will have final payment to the Airport by June 306. Otherwise the Airport will face a severe penalty. There will be a full-time engineering rep from Jacobs on the job for this project.Jacobs is working on developing a safety program for the pavement project that has to be coordinated closely with the Temporary Hold Room project.. because they are in the same area. With multiple projects taking place at the same time on the Airfield, Mr. Karberg, Assistant Airport Manager,has been assigned the project manager for the Temporary Hold Room, Mr. Rafter will be the Project Manager for the Apron Area 3 Pavement Project, and John Grangrade, Maintenance Superintendent, will be the Project Manager for the Runway 6-24 Markings. Ms. Topham asked what effect this project will have on the airfield. Mr. Rafter explained that that sections of the ramp will be closed and we will work around it until the work is complete. Having no further business,Mr. Gasbarro made a Motion to adjourn. Second by Ms. Topham and Passed unanimously by the following roll-call vote: Ms. Topham-Aye Mr. Gasbarro-Aye Ms. Planzer-Aye Mr. Bouscaren-Aye Mr. Drake-Aye Meeting adjourned 5:39 pm.
