Topham AIRPORT COMMISSION MEETING Executive Session Minutes November 13,2018 The meeting was called to order at 6:35 pm by Acting Chairman Arthur Gasbarro with the following Commissioners present: Tony Bouscaren, Andrea Planzer, and Jeanette Topham. Daniel Drake is participating remotely as his/her physical attendance is unreasonably difficult. He confirmed that he is alone. The meeting took place in the 1st floor Community room at the Public Safety Facility,4 Fairgrounds Rd. Nantucket, MA. Airport employees present were: Thomas Rafter,Airport Manager and Katy Perales, Office Manager. Review of Pending Minutes Mr. Bouscaren made a Motion to approve, and release, the 10/9/18 Executive Session Minutes with a date change to the Review of Pending Minutes to 9/11/18. Second by Ms. Topham and Passed unanimously by the following roll-call vote: Mr. Drake-Aye Mr. Gasbarro-Aye Mr. Bouscaren-Aye Ms. Topham - Aye Ms. Planzer-Aye Discuss Minimum Standards Freight Issue/Cape Air Mr. Rafter updated the Commission about a call from FAA regarding the Minimum Standards regarding freight. It is his understanding that Cape Air had made an informal complaint regarding the freight no longer being allowed through the terminal. HYA was also on the call. FAA followed up after the call to let Airport Administration know that they did not see a problem with the way this was handled or hov, we were operating freight. Additional Update: Newspaper delivery has been arranged with Cape Air to meet the Minimum Standards. Dan Drake shared a concern from Cape-Air that the current freight schedule does not allow for delivery service of prepared food around dinner time. Mr. Rafter is concerned about how this would be monitored. After a brief discussion it is determined that the Commission would discuss any changes once a formal proposal was received by Cape Air. Light Duty Policy Mr. Rafter reported that the Union has approached Airport Administration regarding a Light Duty Policy. The Airport currently has one employee on limited duty. We are awaiting doctors orders to determine if he will be able to return to full duty. Currently we have no policy for light duty and recently a request for light duty was denied. Mr. Rafter communicated to the union that a policy would need to be negotiated into the contract and if they would like to move forward with this to submit a proposal to Airport Administration for review. Having no further business, Ms. Topham made a Motion to adjourn. Second by Mr. Bouscaren and Passed unanimously by the following roll-call vote: Mr. Bouscaren -Aye Ms. Topham -Aye Mr. Gasbarro - Aye Mr. Drake—Aye Ms. Planzer-Aye Meeting adjourned 6:55 pm.
