AIRPORT COMMISSION MEETING
Executive Session Minutes
September 11,2018
The meeting was called to order at 6:10 pm by Chairman Daniel Drake with the following
Commissioners present: Vice Chair Arthur Gasbarro, Tony Bouscaren, Jeanette Topham, and Andrea
Planzer.
The meeting took place in the 1st floor Community room at the Public Safety Facility,4 Fairgrounds Rd,
Nantucket, MA.
Airport employees present were: Thomas Rafter,Airport Manager and Janine Tones, Office Manager.
Review of Pending Minutes
Mr. Gasbarro made a Motion to approve, but not release, the 8/14/18 Executive Session Minutes, nor
any of the previously held minutes. Second by Mr. Bouscaren and Passed by the following roll-call
vote:
Mr. Drake -Aye
Mr. Gasbarro -Aye

Ms. Planzer-Aye
Ms. Topham -Aye
Discuss Fair Market Value Adjustments for Land Leases
Mr. Rafter announced he will be proceeding with finalizing the draft of the Non-Aeronautical Lease,
Land Appraisal Cycles & Fair Market Value Cap Increases Policy as previously discussed with a 10%
cap,and appraisals performed every three years,but adding a capital investment clause. An applicability
clause was also suggested. Final draft will be presented at the next meeting.
AIP 65-Public Address System
A letter received today from Dave Chamberlain of Jacobs Engineering was shared and discussed.Jacobs
is offering a$3 1,500 contribution to the project settlement to which the Contractor had previously agreed
to absorb half the added costs. After discussion, Mr. Gasbarro made a Motion to accept Jacobs-
contribution of$31,500, and pay the Contractor, Infax,Inc.,the remaining difference of$51,606.88.
Having no further business,Mr Gasbarro made a Motion to adjourn. Second by Ms.Planzer and Passed
unanimously by the following roll-call vote:

Meeting adjourned 6:34 pm.
