Topham AIRPORT COMMISSION MEETING Executive Session Minutes July 10,2018 The meeting was called to order at 6:19 pm by Chairman Daniel Drake with the following Commissioners present: Vice Chair Arthur Gasbarro, and Andrea Planzer. Commissioner Tony Bouscaren participated remotely by phone as his physical attendance was unreasonably difficult; and stated he was alone at his location. Commissioner Jeanette Topham was absent. The meeting took place in the 1"floor Community room at the Public Safety Facility,4 Fairgrounds Rd. Nantucket, MA. Airport employees present were: Thomas Rafter,Airport Manager and Janine Torres, Office Manager. Review of Pending Minutes The draft minutes of 6/12/18 and 6/29/18 were not yet available for review. Previously held minutes not yet ready to be released. AIP 65-Public Address System The July 9, 2018 letter from Dave Chamberlain of Jacobs Engineering, was discussed. Mr. Rafter reported leaving a message for MassDOT Aeronautics Administrator, Jeffrey DeCarlo to discuss additional MassDOT funding. Mr. Rafter also reported,since Jacobs services continue to be very disappointing,new projects are being assigned to McFarland Johnson; and, an RFQ for engineering services will most likely be advertised in the near future. Mr. Drake noted the Commission has two choices, see how the situation plays out, or initiate an aggressive stance. After brief conversation,the Commission instructed Mr.Rafter to consult with Airport counse for further advice should MassDOT not respond by July 13th. Union Update Mr. Rafter informed the Commission Airport Maintenance Personnel (MX) are seeking reclassification in Barnstable County(BC)retirement system from Group 1 to Group 4 due to their aircraft fire fighting duties. Group 4 would allow a retirement age of 55 with 2.5% retirement benefit as opposed to 1.5% until age 65 in Group 1. Mr. Rafter noted BC has previously denied the request and MX has asked for Administration's support in getting reclassified. Mr. Rafter denied the request as he feels it is a Union issue. Financial impact to the Airport is unknown,but would most likely be substantial. After brief discussion, the Commission agreed this is a Union issue and should have been handled through recent Union Negotiations. Airport Gas Lease Negotiations Mr. Gasbarro recused himself from discussion. Mr. Rafter reported negotiations do not appear to be moving forward. The most recent meeting did not include Airport Gas' decision makers and items the Airport made clear were not acceptable were put back in by their counsel. Airport Counsel was asked to reach out to Airport Gas's counsel to demand the decision makers participate in the next round of negotiations in the very near future. Mr. Rafter noted re-advertising the RFP may be in the best interest of the Airport. At 6:30 p.m., Ms. Torres was asked to leave the room so that Mr. Rafter could consult with the Commission on the possibility of Ms.Torres continuing employment on a temporary telecommute basis upon her move off-island sometime in the near future. After brief discussion,the Commission left it to a Management decision. Having no further business,Mr Gasbarro made a Motion to adjourn. Second by Ms.Planzer and Passed unanimously by the following roll-call vote: Mr. Bouscaren-Aye Ms. Planzer-Aye Mr. Gasbarro -Aye Mr. Drake -Aye Meeting adjourned 6:42 pm.
