Nantucket Memorial Airport Commission Executive Session— June 12,2018

The meeting took place at Town of Nantucket's Community Meeting Room,First Floor, 4 Fairgrounds
Road,Nantucket, MA.
Present:
Airport Manager Tom Rafter
Vice Chair Arthur Gasbarro
Commissioner Jeanette Topham
Commissioner Andrea Planzer
Absent: Commissioners Anthony Bouscaren & Daniel Drake
Meeting called to order at 6:26 p.m. following an Open Session meeting by motion to enter executive
session for the purposes enumerated on the meeting agenda per MGL c.30A section 21(a), clauses as
listed below per topic, not to return to open session, approved by unanimous roll call.
1). Review of the Executive Session (ES) Minutes for 5/8/18.
Adopted by unanimous consent. Hold for future meeting due to pending matters that could be impacted
negatively by release.
2). Discuss delay in "Public Address System" Portion of AIP 65
Manager Rafter informed the Commission that he is waiting on a final decision by MassDOT funding.
He recommends that we send a strongly worded letter to Jacobs expressing disappointment in their failure
to come to the table and participate financially to cover the cost overruns directly related to deficiencies in
their work. The correction mechanism will be a future change order. Contractor Infax had offered to
Jacobs to split the cost overrun 50/50. Jacobs has not agreed.
3). Union—Maintenance Personnel—Employee Kirby Fowler had a heart attack and is now back on light
duty service. Can't perform firefighting duties. Airport has flexibility to negotiate salary commensurate
with his ability to perform. Manager Rafter to meet with him and will report back.
4). Airport Gas Lease Negotiations - Manager Rafter informed the Commission that negotiations are
continuing on three points. 1. Type of permitted use and which items would need future approval. 2.
Rent increase terms so as not be adversely impacted by future appraisals. 3. Percent of profit sharing by
sub-tenants.
