HomeMy WebLinkAbout2017-5-11 MEETING MINUTES F Nantucket Memorial Airport Commission Executive Session—May 11,2017 The meeting took place at Town of Nantucket's Community Meeting Room,First Floor,4 FairgrouPsl AL 13 23 AM I ' Road,Nantucket,MA. Present: Airport Manager Tom Rafter Commissioner Anthony Bouscaren Vice Chair Arthur Gasbarro Commissioner Andrea Planzer Chairman Dan Drake on phone—due to geographical distance Commissioner Jeanette Topham on phone—due to personal disability Meeting called to order at 7:00 p.m. following an Open Session meeting by motion to enter executive session for the purposes enumerated on the meeting agenda per MGL c.30A section 21(a),clauses as listed below per topic, not to return to open session,approved by unanimous roll call. a). Review of the Executive Session Minutes as listed on the meeting Agenda. -Hold for future meeting due to pending matters that could be impacted negatively by release. b). Clause 3: Collective Bargaining Discussion—Manager Rafter updated the Commission that the Town is pursuing Health Care Plan changes that are allowed by statute. The remainder of the negotiations is on hold until the plan changes are resolved. He has a meeting next week with the Union Attorneys. c).Clause 6:Consideration of matters related to real property,Gatto. Review attached letter from Attorney Mackey responding to letter from the Gatto family attorney. Consensus that it is well-written and supported document. d). Clause 3: Discuss strategy with respect to threatened litigation related to the SRE Snowblower. Review attached letter from Attorney John Brazilian—5/3/17,representing Kodiak America LLC. Manager Rafter reports inconsistencies between the letter and the facts of the case. He will consult with the FAA and Attorney Mackey, and report back to the Commission. The Airport has not applied for the FAA reimbursement grants due to the concerns with the equipment provided by Kodiak. Commissioner Bouscaren raised concern that Kodiak may have future claims for damages for interest on the unpaid balance. e).Unforeseen Matter with 48-hours of the Meeting—Manager Rafter provided a brief report that 3 FBO employees have serious health related issues which will impact work scheduling. This will result in additional overtime expenses, and some management/scheduling challenges. He cannot go into further detail due to the Privacy Rule of The Health Insurance Portability and Accountability Act of 1996 (HIPAA).
