Nantucket Memorial Airport Commission Executive Session—December 13,2016

The meeting took place at Town of Nantucket's Community Meeting Room, First Floor,
4 Fairgrounds Road,Nantucket,MA.

Meeting called to order at 5:47 p.m. following an Open Session meeting by motion to
enter executive session for the purposes enumerated on the meeting agenda per MGL
c.30A section 21(a),clauses as listed below per topic,not to return to open session,
approved by unanimous roll call.
a). Review of the Executive Session Minutes as listed on the meeting Agenda. -Hold for
future meeting due to pending matters that could be impacted negatively by release.
b). Clause 3: Collective Bargaining Discussion—Manager Rafter updated the
Commission that he has had one meeting with the Union Representative, and another
internal meeting regarding bargaining positions for the next union contract. A primary
issue is health care costs. The Airport is considering ways to limit the payout and terms
of the buyout of accrued sick leave time. Chairman Drake suggests considering options
that may link parental leave time with the sick leave time. The Airport is concerned with
escalating costs becoming unsustainable, and seeks to fairly limit increases to the
maximum extent possible. Manager Rafter will continue to work on the Airport position
and keep the Commission updated at a future executive session meeting.
c). Clause 6: Consideration of matters related to real property listed on A.L.P. Exhibit A,
specifically the so-called Thompson House parcel. There is an outstanding tax matter
which Airport Counsel Mackey is working with the State and Town Finance Dept.to
resolve. Counsel will prepare the documents necessary to proceed with the action to
quiet title.
d).Clause 3 &6: Gatto vs. Town—Commission is in a holding period for a response, if
any, from Gatto regarding the Eminent Domain Taking.
