Dark Sky Initiative—Discussion b. Memorial Plaque Policy - Review A. EXECUTIVE SESSION: The Executive Session is for Purpose 6[G.L. c. 30A, 21(a)(6)]. The particular transactions and parcels of real estate are not identified since disclosure of the property information may have a detrimental impact on the Land Bank's negotiating position with one or more third parties. Discussion followed and the Commissioners favored the idea as presented. Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Donato it was unanimously VOTED to send a letter of support for the project to accompany the CPC application. Mr. Furlong, Mr. Thornewill, and Mr. Trudel departed the meeting at 4:44 p.m. c. Andrews/22 Cathcart Rd—Property Use Discussion: Ms. Bell informed the Commission that the Monomoy Civic Association requested the Land Bank restrict the beach to just pedestrian access with a drop off area for boaters and further to enlarge the parking lot and add a port-a-potty to the parking area. Ms. Freeman noted that the beach had become increasingly popular for young families, cookouts, and boaters who access their moorings from the beach. Further, there had been an increase in vehicles parking on the beach and the public leaving dinghies on the property. Ms. Bell said in 2014, The Town of Nantucket tried to close off vehicular access to the beach which was met with heavy local opposition. Upon a motion made by Commissioner Jelleme and duly seconded by Commissioner Donato it was unanimously VOTED to approve the installation of a port-a-potty for the remainder of the season and to take no action on the other requests to limit vehicular access to the beach at 22 Cathcart Road or to enlarge the parking lot. Ms. Bell reported that there was an agenda item on the Select Board meeting for July 14th that would require permits for small watercraft and to restrict storage of dinghies and kayaks in the Monomoy area beaches to people who had mooring permits. Regarding this matter, the Commission instructed Ms. Bell to send notification from the Commission to the Select Board stating the Land Bank Commission's opinion was not in favor of limiting public access to the beach and waterfront on the Land Bank's property. 3. TRANSFER BUSINESS: a. June 2021 Transfers—Record Nos. 43310 through 43421. The Commission reviewed transfers for the period of June 1, 2021, through June 30, 2021. b. Current"M" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "M" exemption as first-time buyers of real property: No. 43311 Kris Jared Wiggin and Elizabeth Grace Wiggin No. 43334 Phyllis W. Ruguaru and Oral P. Harris No. 43397 Marvin Francis and Debra-Ann Dixon No. 43414 Maturod Thairat, Pathom Korpraphan and Chakkrit Thairat No. 43420 Grace Hull c. Current "0" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "0" exemption as part of a deed-restricted affordable housing program: Land Bank Commission Page 4 July 13, 2021 7. REGULAR BUSINESS: a. Dark Sky Initiative — Discussion: Upon further review of the Dark Sky Initiative proposal, it was noted that as the owner of property that provided nighttime lighting at various recreation properties it would be a conflict of interest for the Land Bank to officially support the initiative. Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Jelleme it was unanimously voted to take no action on the request for support. b. Memorial Plaque Policy—Review: Ms. Bell informed the Commission that due to an increase in requests for plaques on Land Bank properties she requested a policy be adopted for such request. Ms. Antonietti presented a policy and form that would be provided to each requestor prior to the matter being brought before the Commission. Upon a motion made by Commissioner Jelleme and duly seconded by Commissioner Donato, it was unanimously VOTED to adopt the policy as presented with all requests considered by the Commission on a case-by-case basis. Mr. Geddes departed the meeting at 5:19 p.m. II. EXECUTIVE SESSION: Upon a motion made by Commissioner Jelleme and duly seconded by Commissioner Donato, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property, discuss pending litigation and review and approve executive session minutes. A roll call vote was taken: Donato- Aye, Paterson-Aye, Stackpole-Aye, Jelleme-Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session.
