Warrant Authorization—2009 Series A Semi-Annual Bond Payment B. EXECUTIVE SESSION: The Executive Session is for Purpose 6[G.L. c. 30A, 21(a)(6)]. The particular transactions and parcels of real estate are not identified since disclosure of the property information may have a detrimental impact on the Land Bank's negotiating position with one or more third parties. ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of June 8, 2021 Land Bank Conference Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Mark Donato, Kristina Jelleme,Neil Paterson, Allen Reinhard, John Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator/Finance Manager; Marian Wilson, Assistant Administrator; Rachael Freeman, Environmental Coordinator. Dean Geddes, Inquirer and Mirror Reporter and Judy Zurheide, were also present at call to order. I. CONVENE IN OPEN SESSION: 1. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS: Chairman Paterson thanked Mr. Savetsky for his 23 years of leadership at the Nantucket Land Bank and wished him a successful retirement on behalf of the Commission. Ms. Zurheide stated that in 2009, she approached Mr. Savetsky and pitched the idea for the labyrinth on a Land Bank property. She expressed her gratitude to Mr. Savetsky for his leadership and assistance in making the labyrinth a reality at the Hinsdale Park. 2. PROPERTY MANAGEMENT: a. Cisco Beach—Mobile Food Vendor Proposal: Ms. Bell reported that Nantucket Poke had submitted their proposal for the upcoming season at Cisco Beach after the deadline. However, town counsel indicated that it was permissible to approve vendors after the deadline so long as they substantially conformed to the temus of the RFP and the maximum limit of vendors had not been reached. Ms. Bell recommended that the Commission approve the proposal as only one mobile food unit had been approved at Cisco this year and the Land Bank was allowed to have three. Upon a motion made by Commissioner Donato and duly seconded by Commissioner Paterson, it was unanimously VOTED to approve the request to provide an additional food service for beachgoers at Cisco. 3. TRANSFER BUSINESS: a. May 2021 Transfers—Record Nos. 43196 through 43309. The Commission reviewed transfers for the period of May 1, 2021, through May 31, 2021. Current "M" Exemptions and Liens: The Commission authorized the placing of liens against the following property as a result of the purchasers claiming the "M" exemption as first-time buyers of real property: No. 43301 Lucas M. Williams and Jennifer L. Williams No. 43302 Randi A. Alberry c. Current"0" Exemption and Lien: The Commission authorized the placing of a lien against the following property as a result of the purchaser claiming the "0" exemption as part of a deed- restricted affordable housing program: No. 43297 Mikhail Stepanov 4. APPROVAL OF MINUTES: a. Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Reinhard, it was unanimously VOTED to accept, approve, and release the regular session minutes of May 25, 2021, as written. 5. FINANCIAL BUSINESS: a. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years 2020 and 2021 through May 2021 were presented to the Commission. b. Warrant Authorization—Cash Disbursements: Upon a motion made by Commissioner Donato and duly seconded by Commissioner Reinhard, it was VOTED to approve and execute the June 8, 2021, warrant documents in the amount of $472,995.58 to be provided to the county treasurer. Commissioner Jelleme recused herself from the vote. c. Warrant Authorization— Cash Disbursements for June 1, 2021: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Reinhard it was VOTED to ratify and confirm the prior action of executing the following warrant document in the amount of $3,149.12 to be provided to the county treasurer. d. Warrant Authorization—2009 Series A Bond Semi-Annual Payment: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Reinhard, it was VOTED to approve payment and authorize staff to wire the 2009 Series A semi-annual bond payment of interest and principal in the total amount of$398,997.50 from the Land Bank's Collection Account to the Bond Trustee at U.S. Bank. Mr. Geddes and Ms. Zurheide departed the meeting at 4:19 p.m. II. EXECUTIVE SESSION: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Reinhard, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property, discuss pending litigation and Land Bank Commission Page 3 June 8, 2021 review and approve executive session minutes. A roll call vote was taken: Donato- Aye, Reinhard- Aye, Paterson-Aye, Stackpole-Aye, Jelleme-Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. ADJOURNMENT: Upon a motion made by Commissioner Reinhard and duly seconded by Commissioner Donato, it was VOTED to adjourn at 5:38 p.m. Attested to: A1., Mark Donato ecr ary Accepted, Approved, and Released by the VOTE of the Commission this 22nd day of June 2021.
