Historic District Commission o iiico Sign Advisory Council co Commissioners: Kevin Kuester, Chris Young,Paul Wolf,Mark Cutone,Ben Normand MINUTES Tuesday March 23, 2021 This meeting was held via remote participation(using ZOOM recording feature) Pursuant to Governor Baker's March 12, 2020 Order Regarding the Open Meeting Law. I. Procedural Business Call to order: This meeting was conducted via Zoom and called to order by Chris Young, Chairman, at 9:00 am. This meeting was recorded on Zoom video. Wolf- No comment. Kuester- Not appropriate. Graphic does not fit. missing border/frame and armature. Does not want to set a precedent. Would prefer a frame around the sign. Cutone-Appreciates revisions. No concerns. Young- Logo looks less than 20% Motion to Approve to add a%inch painted border made by Normand; seconded by Wolf. Audrey Sterk 18 Broad Street Projecting sign 42.4.2/32 Audrey Sterk Representing-Audrey Sterk;Audrey Sterk Design presented project.Expanded and took over Graficas space.Would like to increase sign size.Box will be removed. Wolf- Inquired about box. Kuester-Application needed more information. Would prefer a beveled edge. Young- Requested to bring edging in so it reads as a frame. Cutone- No concerns. NT Land Bank Consue Springs Public info sign 55.1.4/15 Normand Residential Representing-Ben Normand;presented project.Will add temporary sign to application. Wolf-Asked about content. No concerns. Kuester- Problem with these types of freestanding signs. too much color,incorrect material Does not see as public information. Suggests menu board. Concerned of precedent. Suggests a hi-lingual sign. Cutone-Will sit interior on the property. Picture breaks up graphically. No concerns. Wolf- No concerns. Not visible from the street. Young- No concerns due to location. Explained Master Sign Plan and that the property owner acknowledges sign locations for future tenants. Part of an approvable Master Sign Plan. Need size of the sign and scaling as it relates to the space. Suggested to submit Master Sign Plan. Cutone-Would like to see frame. Wolf- Needs Master Sign Plan from property owner. Kuester- Incomplete application. Will it fit in space?Where will it be mounted. Needs a border. Needs clarification on size. Would like revisions and proper drawings. Cutone-Would like to see the corners "squared up" too much "white space". Young- 'Thinks there is a Master Sign Plan for this building. This sign should match the previous sign in dimension. This one is taller. Was 12 x 24 relative to the previous sign. Wolf-Refer to the Master Sigh Plan for sizes. Kuester- Master Sign Plan was to act like a directory. Should be same sign as Normand Residential. Signs need to be the same size. Motion to Hold for Revisions and recommend that it match the size of Normand Residential with a painted beveled edge of made by Kuester; seconded by Cutone. Carried 4-0// Wolf, Cutone,Kuester and Young-aye Normand- recused 7. Patrick Ridge 147 Orange Street Sign 55/312 Amanda Riley Representing: Sherri Ramos, Sign Here Nantucket;presented project. Downsized business and are changing sign and logo. Cutone- No concerns.Application is incomplete. Wolf- No concerns. Young-The property owner should submit a Master Sign Plan at a later date. They could apply for a chalk board sign according to the guidelines. Requesting the sign to be to scale and the design of the brackets defined. The original tenants were Woodmeister and Wicked Island Bakery. Maybe amend it. Kuester- Size is missing on proposed drawing. Brackets not defined. He recalls a Master Sign plan. Recalls signage on this side of the building. Questioned size. Young- First time being used as a multi- tenant application. the building is a corner lot,which has different rules. Can be on a non-entrance elevation. Isquare foot per linear foot of the elevation. Wolf-Asked about Master Sign Plan for building. No concerns. Kuester- Does not recall approving a sign previously on that side of the building. Normand-Looks like a bill board. Existing sign could have been a mistake. Sign not located near the entrance. Motion to Approve with a Master Sign Plan applied for and the 2017 application reflects this application made by Cutone; seconded by Wolf. Kuester- Logo should be 15% or get rid of bubble as letter O. Inquired about lighting over the sign. Cutone-Agrees with Kuester. Should be simplified. Highly visible location. Not approvable as submitted. Graphic needs to be reviewed. Wolf-Agrees with what has been said. Rhoda Weinman 36 Centre Street Projecting sign 42.3.1/64 Bridgette Hynes Representing-Bridgette Hynes,presented project.Willing to frame with white in place of beveled Cutone- Inquired about border. Fine line inset in white. No concerns. Normand- No concerns. Kuester- No concerns. Wolf- No concerns. Young-Would like to see some definition of a border. Requested to paint border with white edge. Motion to Approve without the beveled edge. Use a fine white line like the word "Centre" that frames the sign made by Cutone; seconded by Wolf. Other Business/ Preliminary Review (if applicable) • Discussion of drafting guidance in reference to construction signs. Would like everyone to look at construction sign by Woodmeister on Pleasant Street. Good example, simple. Encourage with simple text, eliminate advertising. Maybe indicate what is approvable versus what is not for guidance. Guidelines are too restrictive to what would meet the needs of a building site. • Commented on incomplete applications. V.
