Tuesday March 02, 2021
This meeting was held via remote participation(using ZOOM recording
feature) Pursuant to Governor Baker's March 12, 2020 Order Regarding the
OpenMeetirg Law.
I. Procedural Business
Call to order: This meeting was conducted via Zoom and called to order by Chris Young,
Chairman, at 9:00 am. This meeting was recorded on Zoom video.
Attending members: Chris Young (Chair),Paul Wolf,Mark Cutone, Ben Normand and
Kevin Kuester

3. VTT Management 12 Oak Street Projecting sign 42.4.2/27 Wendy Rouillard
Representing: Wendy Rouillard, owner of Barnaby's Toy and Art Shack. Using existing
projecting sign brackets. Using unfinished wood with varnish. Wanted something to attract kids
Kuester-Concerned with fonts,colors and overall organization. Does not want to set a precedent for
approval. Retail landscape should me the guidelines.
Wolf- paint will protect the sign versus varnish.
Normand-Agrees with Kuester. Should allow whimsical- building is not historic. Thinks small
letters get lost in the grain.
Cutone-Would prefer a linen or white background.Thinks sign should be playful. Scale back
"Barnaby's" and scaling back the graphics. Should have a border or a frame.
Young- Fonts should be serf or block capital lettering,logo should be 15°'o of the sign. Asked if had
alternate design. Identifiable element is "Barnaby's" and present Art and Toy Shack as legible.

1. Enforcement—see Other Business
IV. Other Business/ Preliminary Review (if applicable)
• Annie Teasdale (owner) and Justine Timms (manager); they were not aware that multiple
signs were not approvable. It was at response due to COVID restrictions. Staff explained

Board of Health Emergency Order 11 as it related to downtown business',particularly
dining establishments. The town was not actively enforcing other business'. Once the
Emergency Order is lifted enforcement will commence. The Council thought this was a
creative solution in a difficult time. Maybe clean the signage up. Overall issue with clutter in
windows. Re-visit after emergency order is lifted. Under normal instances, this would not be
approvable. All agreed that"sale" sign should go.
• Discussion of drafting guidance in reference to construction signs. Reviewed comments
from last meeting. Should revisit the language in the guidelines. Kuester volunteered to draft.
• Brief discussion of Master Sign Plan- example is where Vis-a-
