Establishment of Quorum

3.) Public Comment: N/A No
4.) Announcements 3 m
Working on dates with resilient Nantucket's consultant. We will be having special meetings tlk,
HDC, Looking at a Friday in January, February and March. Joint conference with NPT.
CLG Application: Holly needs CV's and cover letters from each Commissioner in NHC and
HDC.
5.) Harbor Place and Wilkes Square Report
The Commissioners believe that the report is substantive and well thought out. There is a belief
that the report ought to acknowledge the Town's respective projects and what they are/have been
working on. Feedback included the importance of the `Coastal Resiliency' aspect of this
development. Water management on this parcel is paramount and should be considered by the
Commission.
Dawn: The consultants with Weston& Sampson found the report very useful and the Coastal
Resiliency portion of it will continue to be highlighted throughout negotiations.
Update: National Grid's players have changed and has in turn changed their thinking. The Tow n
is reevaluating their role in this, and may be on hold for a few weeks. Fear that the new players
may be interested in selling, rather than working with the Town.

6.) Sidewalks and Historic Streets
Sections 106 Review: 'Complete Street Project' (Sparks, Pleasant. Williams)
We have spoken about this project at length in the Spring of 2020 and had requested to be a
consulting party. The consultant had not had us on the email thread, and we are subsequently out
of the loop on this matter. The Commission was shocked and surprised to hear that we had not
been copied on correspondence. The Commission hopes to stay looped in on this project and we
will see to it that we catch-up and consult on this matter.
This area is part of the 1717 Fish lot developments and is a highly sensitive area. They may need
to re-do some sidewalks, but we need to wait until we can get our hands on the most recent plans
to review and offer comment.
Plan of action: Hillary and Holly will work to get digitized plans circulated and shared with the
Commission.
Concerns the Commission has with this project:
1.) Archaeological (human remains and grave sites)
2.) Adverse Effect
3.) Lack of transparency with Section 106 and NHC's participation in this project
'Preserving Historic Pavement on Nantucket: Information and Guidelines'
The Commission has spent a lot of time and effort on this information (see attached PDF in
agenda).
The report discusses standards of treatment for historic pavement/sidewalks and we hope that
these guidelines might be adopted and used in other communities across the country and world.
We would also like to see this document printed and available to the public. These guidelines
will hopefully be useful for the DPW or a contractor that the town might hire to do
sidewalk/street work.

7.) Survey Grant Application
The grant due in February is a reimbursement matching grant. This means that the town would
pay $40,000 to get $20,000 in funding from the state assuming we are awarded the grant (50:50).
Thank you to Town administrators and PLUS for valuing historic surveys.
8.) Other Business
Arthur Cooper Plaque is moving forward. A monument in the Land Bank Park at corner of New
Mill and Angola. The plaque, in the form of a boulder, will be sourced from the site and donated.
NHC is working with Land Bank and Museum of African American History.
