I. Procedural Business Call to order: This meeting was conducted via Zoom and called to order by Chris Young, Chairman, at 9:00 am. This meeting was recorded on Zoom video. Attending members: Chris Young, Mark Cutone, Kevin Kuester and Ben Normand Staff in attendance: Cathy Flynn,Land Use Specialist Absent members: Paul Wolf Late arrivals: None Early Departures: None Motion to Adopt Agenda made by Mark Cutone; Seconded by Kevin Kuester. Town of Nantucket 49 Main Street Stand Nant direction sign N/A Rob McNeil Representing-N/A Staff-Sconset Advisory Board agreed with SAC comments-to be placed on the right side of the road with the same armature as Siasconset sign on Polpis Road Cutone-agrees. Asked what type of jurisdiction they have to "lighten" the sign load. Normand-Agrees with what has been said. Kuester-Agrees and perhaps remove the bright yellow sign. Suggested moving the proposed sign ahead of the intersection. Young-No concerns. Motion to Approve with Comments made by Kuester; Seconded by Normand. Carried 4-0// Cutone, Kuester,Normand and Young-aye 2. Wigwam HOA Russell's Way Private Road Sign 70/6 Self Representing-Bruce Chapner- President of Wigwam Homeowners Association-HOA maintains a road owned by the Nantucket Conservation Foundation.Installed private way sign to deter speeding.Looking for guidance.Was not aware they needed approval.when this was brought before NCF,they conceded the rights to Wigwam HOA. Staff-This was brought to Staffs attention through a citizens' complaint. Referred to attached email from Cormac Collier, Nantucket Conservation Foundation Kuester-Agrees with what has been said. Not the SAC's jurisdiction to approve signs on other peoples'property. Should have approval from the land owner and look like other town-like signs. NCF should sign the application and it should be represented by the HOA. Young-This is not an approvable sign as proposed. The color and material should be more in- keeping with other street signs. Refer to the Sign Book. Cutone- Newer developments have these signs. Other examples grey and linen would be a better choice. Post should be 4x4 natural to weather,a muted pallet grey with dark grey lettering Normand-The NCF should approve internally and apply for it. The current sign is too suburban. NHA wants to create consistency for visitors. Signs need to be replaced. Young-The board to comment overall on applications as a group. Feels logo is visually tight. Either reduce size or change font to grey.Agrees with what has been said.Asked about color scheme.Agrees with moving 96 Main Street sign off building. Maybe a free-standing sign at 99 Main Street.Agrees with 50 Prospect Street comments. Cutone- Scallops make it busier. Maybe cleaner design.Appreciates the consistency. Size should be consistent. Research Library sign needs to be simpler at 7 Fair Street. Prefers existing signs.Appreciates sign at 96 Main Street moved off building.Agrees with moving 99 Main St sign to better location.Agrees with sign at 16 Sunset Hill move off the building. Questioned the need for sign at Old GaoL Kuester- Not convinced signs need to be larger and different. Hierarchy is off balance. Scalloped corners heavy-handed. Suggested emphasizing hierarchy.A few signs are moving location on site. Opposed to Research Library sign at 7 Fair Street-not consistent. Fence sign at 99 Main,not appropriate. Mounted on shallow post within fence. 50 Prospect Street;too much white space. Motion to Hold for Revisions made by Kuester;seconded by Cutone. Carried 3-0// Cutone,Kuester,and Young-aye 1. Enforcement— N/A V. Other Business/ Preliminary Review (if applicable) Hillary Hedges-Rayport Nantucket Historical Commission Chair;Working with the Land Bank to erect a monument in their"Garden by the Sea" to a slave Arthur Cooper. He was sheltered by the Quaker community to avoid capture by a Magistrate attempting to send back to Virginia. They would like to erect a bronze plaque, 18" x 20",in the park. Rock at the base of a berm,nestled in a tree. Showed type of plaque with a plain finish and hand patina and inset into the rock. Normand-recused. Young Provision for rock signage in the guidelines. No concerns. Kuester- No concerns. Would fall under public information Cutone-No concerns. Interior to property;there is precedent elsewhere- sensitively done.
