Additionally,the CDC and DPH have advised high-risk individuals, including people over the age of 60,anyone with underlying health conditions or a weakened immune system,and pregnant women,to avoid large gatherings. Sconset Golf Course Proposed 2021 Budget Review: Mr. Costa stated that 2020 was a phenomenal year due to demand for golf partially due to Covid-19 and partially due to the course being discovered. He presented a draft budget for SGC, Mr. Costa reviewed some of the more significant increases in the budget. After some discussion, a motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to approve the budget as presented. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard—Aye; John Stackpole-Aye. 3. Miacomet Golf Course ("MGC") Proposed 2021 Budget—Discussion: Mr. Costa presented the budget and reviewed the forecast summary sheet by department. He explained that the most significant increases were in food and beverage and payroll expenses. Further, he pointed out that from a cashflow standpoint, MGC should be able increase revenues with the addition of the • Land Bank Commission Page 4 December 8, 2020 part of a deed-restricted affordable housing program: No. 42355 Liza Hatton and James Hatton No. 42450 Laura Zagoyka Steele and Brian Clagett Steele c. "M"Exemption Update: Subdivision of Property for Covenant Sale/Partial Release of Lien—No. 37330 Michael A. Hajjar and Melanie A. Hajjar: Ms. Campese explained that Michael and Melanie Hajjar purchased their home in 2016 and planned to subdivide their property through the covenant program. The sale of the covenant lot happened November 30th and the purchaser claimed the "0" exemption. Since Mr. and Ms. Hajjar planned to remain domiciled on the portion of the property they are retaining and continue to comply with all other terms of the "M" exemption which was allowed under the Land Bank rules and regulations as long as the sale was a deed restricted affordable unit. A motion was made by Commissioner Reinhard and duly seconded by Commissioner Jelleme to execute a partial release of lien which will be provided to Mr. and Ms. Hajjar or their representative. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard—Aye; John Stackpole-Aye. Nantucket Land Bank Property Foreman, Jeff Pollock entered the meeting at 4:08 p.m. E. APPROVAL OF MINUTES: A motion was made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to accept, approve, and release the regular session minutes of November 24, 2020, as written. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye; Neil Paterson-Aye; Allen Reinhard—Aye; John Stackpole-Aye. F. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar years 2019 and 2020 through November 2020 were presented to the Commission. 2. Warrant Authorization—Cash Disbursements: A motion was made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to execute the November 10, 2020 warrant document in the amount of$161,631.33 to be provided to the county treasurer. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson- Aye; Allen Reinhard-Aye; John Stackpole-Aye. 3. Warrant Authorization—2009 A Semi-Annual Bond Payment: A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard, to approve payment and authorize staff to wire the Series A semi-annual bond payment of interest and principal in the total amount of$8,997.50 from the Land Bank's Collection Account to the Bond Trustee at U.S. Bank. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. G. REGULAR BUSINESS: 1. Action Items—Review: Ms. Campese reported that the West End map was sent to Land Bank Commission Page 6 December 8, 2020 Commissioners commended Mr. Pollock and his crew for their continued excellence. I. REGULAR BUSINESS: 1. Annual M Exemption Review: Ms. Campese presented statistics for 2018, 2019 and 2020 year to date for"M" exemption transfers. Based upon an analysis of those statistics and knowledge of current sale prices for residential real property in the Town and County of Nantucket, a motion was made by Commissioner Stackpole and duly seconded by Commissioner Jelleme to increase the value of the "M" exemption to $850,000 for the calendar year 2021. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. 2. 2021 Meeting Schedule: A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard,to accept and confirm the regularly scheduled Land Bank meeting dates for 2021. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. Mr. Bushard departed the meeting at 4:33 p.m. II. EXECUTIVE SESSION: A motion was made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review and approve executive session minutes. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. The Chairman declared under Purpose 6 [G.L. c. 30A, 21(a)(6)] that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position. The Chairman further announced that the Commission would not reconvene in regular session at the conclusion of executive session.
