Call to Order, Approval of the Agenda, Approval of Minutes,and Public Comments. A. Chair Allen Reinhard called the meeting to order at 4:00 pm. In attendance were Rick Atherton, Leslie Forbes, Ed Gillum, Bill Grieder, Allen Reinhard, and Lee Saperstein; there was a quorum at all votes. All responded to an attendance roll call. The meeting was recorded and can be viewed on You Tube. Absent: Nelson(Snookie)Eldridge,Nat Lowell. Guests: Ken Beaugrand Real Estate Specialist, Phil Smith B. Approval of the Agenda. The agenda was approved unanimously by acclamation. C. Public Comments; Officers' Comments. There was no public comment. D. Minutes. Approval of the minutes from September 15, 2020, was moved by Rick Atherton and seconded by Bill Grieder. Unanimous approval was given by roll-call vote. 2. Priority Projects Update. Allen Reinhard reviewed the progress that was made at the last meeting to identify ways that need sidewalks and to draft a report to the Select Board,to whom we are advisors. There are six ways listed in the draft report(attached) and four of them have plans that make them eligible for the next steps in planning and funding. Lee Saperstein reminded the committee that the report was created with the assistance of Andrew Vorce, Planning Director, and Art Gasbarro, Chair, Traffic Safety Advisory Work Group. The report will be shared with them and the Capital Program Committee for their information and solicitation of support. In discussion, Bill Grieder expressed concern about delays from the Town in developing previously approved projects. Allen Reinhard said that this letter was dedicated to sidewalks and multi-use paths. Leslie Forbes noted that the proposed work around Pleasant Street included Williams Lane not the similarly named Williams Street. She asked about sidewalks that might 1 intrude onto private property and Lee Saperstein and Ken Beaugrand replied that the Planning Department is negotiating with abutting landowners for easements. Rick Atherton noted that the Lovers Lane project passed Annual Town Meeting but failed by a small margin on the ballot. This comment caused a discussion on funding, what is available now and what will require Town Meeting approval, and its impact on priorities. Allen Reinhard noted that the Downtown Sidewalk Project has been funded and, with input from the Nantucket Historical Commission, the DPW is working to rebuild sidewalks in the Downtown. Lee Saperstein moved the adoption of the report, Bill Grieder seconded, and the motion passed unanimously by roll-call vote. The edited report is attached to these minutes and, after review by committee members will be submitted to the Town Manager. [Action. Submit report after the November meeting.] 3. Washington Avenue Encroachments; Independent Way(formerly Coon Street) and Pine Grove Road (aka Lane)for Possible Taking. Allen Reinhard noted that Independent Way, the recently adopted name for the former Coon Street, was a private way that had been treated by the Town as if it were public. The Town, according to Ken Beaurgrand, would like for it to be public. It was noted that this one-block way was in the Residential Old Historic District, ROH,where most ways are public Thence, Bill Grieder moved that we recommend its taking, Rick Atherton seconded, and the motion passed unanimously by roll-call vote. Lee Saperstein said that he would bring the takings spreadsheet up to date(attached). Next, Allen Reinhard brought up Pine Grove Road(aka Lane)because there had been a request of the Town by abutting residents for its taking. Ken Beaugrand asked for the Committee's advice and suggested that members visit the way. Ed Gillum noted that this was a private development that had once opposed taking of the road by the Town. Ken Beaugrand said that he would survey abutters to find out how many wanted a taking. Lee Saperstein offered to include the way on the spread sheet for information before review at the next meeting. A map of the way is attached. Washington Avenue, noted Allen Reinhard, has been discussed in earlier meetings,particularly over encroachments into the right of way and excess parking. He asked Ken Beaugrand to tell the committee of progress made on these items. Ken Beaugrand reported that he had asked the Traffic Safety Advisory Work Group to recommend no parking along the avenue up to its intersection with 'E' Street and the work group concurred. The Select Board will hold a public hearing on October 28th on the no-parking restriction. With respect to the encroachments,he had found three major ones and believed that the owners would remedy them. Leslie Forbes asked what constituted "major" and he replied that they were all landscaping; no structures encroached on the right of way. 4. Chapter 91 License Monitoring System. 2 Allen Reinhard asked Rick Atherton if he had had a response from the Department of Natural Resources on our questions about Chapter 91 Licenses. "Unfortunately, no."was the response. Rick Atherton then suggested that our next invitation to the Department be in writing and Allen Reinhard agreed. [Action. Allen Reinhard to write to DNR asking then to attend a committee meeting to review the status of the chapter 91 program on Nantucket.] 5. Member Comments, Old, New and Other Business: Outstanding Projects List; Historic Coloured Cemetery Access. There were no member comments,however, Allen Reinhard gave news of the construction of a ramp into the Historic Coloured Cemetery from the Hospital parking area. After reconstruction of the helipad,the hospital has arranged with Victor, the local paving company, to complete the ramp. When that happens, this item will come off the agenda. It was mentioned during a call for new business that new fencing along Surfside Road at Hatikvah Way(opposite the Indian Burial Ground)may be an encroachment. Ken Beaugrand promised to look at it to see if there was problem. 6. Adjourn, Adjourn: The meeting was adjourned at 5:10 pm by motion from Leslie Forbes, a second from Lee Saperstein, and a unanimous roll-call vote. Our next meeting will be held on November 17, 2020. Coffin Park to bike path at Sherburne Tpk. • Pleasant St. Gardner Perry Lane to Williams St. • Follow implementation of downtown sidewalk improvements • Bike/Pedestrian connection from Surfside to Hummock Pond to Madaket paths Harbor Walk Project: (Rick) 3 • Identify route and identify sections needing constructed walkway • Concept drawings of construction required • List permits and approvals needed and process to obtain • Funding Chapter 91 Monitor Project: (Leslie& Lee) • Define goals for project • Make local license information available on line • Chapter 91 licenses along route for the Harbor Walk • Locate other locations on Nantucket and Madaket Harbors requiring licenses Nantucket Greenway and Trail System Project: (Allen and Lee) • Nantucket Central Rail Road trail • Map existing island trail and footpath systems and identify missing links • How should maps and information be shared? 4 MEMORANDUM: FROM: Nantucket Committee on Roads and Right of Way, Allen Reinhard, Chair TO: Libby Gibson, Town Manager, for the Select Board Copy: Art Gasbarro, Chair, Traffic Safety Work Group, Stephen Welch, Chair, Capital Program Committee, Andrew Vorce, Planning Director, and Rob McNeil, Director, DPW The Roads and Right of Way Committee has undertaken a project to identify critical missing sidewalks and to make recommendations for sidewalks on Town properties where no sidewalk currently exists. This creates situations where pedestrians are forced to walk in the trafficked roadway. We have identified six specific areas in or leading to the downtown area: • Prospect Street from the end of the multi-use path past the hospital to Joy Street, (then repairing the sidewalk from Joy Street to Upper Vestal Street). • The bicycle path/sidewalk connector to the Miacomet bike path beginning at the North Mill Street entrance to Mill Hill Park, thence to Old Farm Rd. • Pleasant Street from Gardner Perry Lane to Williams Lane. • Cliff Road from the end of the multi-use path to connect with the sidewalk opposite Coffin Park. • North Liberty Street from Derrymore Road to Cliff Road. • Lovers Lane bike path. A discussion among Art Gasbarro, Andrew Vorce, Allen Reinhard and Lee Saperstein, with suggestions from Rob McNeil, considered which of these areas had a plan and survey showing a solution to create sidewalks or bike paths. We found that there are plans on file for three of these areas: 1. Prospect Street to Joy Street; 2. The Mill Hill bike path; and 3. The Lovers Lane bike path and road reconstruction, which was narrowly defeated at ATM. We also are aware of a plan to connect the historic downtown area with mid-town via Pleasant Street and Sparks Avenue. Based on this information, especially as plans currently exist for each of these areas, we felt the priority order of these projects should be as follows: 1. Pleasant Street and Sparks Avenue sidewalks including the missing section from Gardner Perry Lane to Williams Lane. 2. Prospect Street/Mill Hill multi-use path through Mill Hill to Joy Street (the approved Bracken Plan). 5 3. Prospect Street sidewalk from the end of bike path to Joy Street and possible reconstruction of sidewalks to Upper Vestal Street. 4. The multi-use path on Lovers Lane connecting Old South Road and Boulevarde. Each of these areas has an existing survey plan available. Each of these connections would greatly improve the safety of pedestrians and bicycles and traffic flow in these key areas.
