I. Procedural Business Call to order: This meeting was conducted via Zoom and called to order by Chris Young, Chairman, at 9:00 am. This meeting was recorded on Zoom video. Attending members: Chris Young (Chair),Paul Wolf,Mark Cutone,Ben Normand and Kevin Kuester Staff in attendance: Cathy Flynn,Land Use Specialist Absent members: None Late arrivals: None Early Departures: Cutone at 9:30 am Motion to Adopt Agenda made by Paul Wolf; Seconded by Kevin Kuester. Alliance for Sub Abuse Various locations Temporary signage N/A Sue Mynttinen Representing-Sue Mynttinen,Program Director and Holly McGowen;Alliance for Substance Abuse Prevention,Inc.Asking permission to display 50 signs on around the island to spread awareness of substance abuse and recovery for approximately 10 days.This is an annual nationwide campaign that occurs for 1 week.They will reach out to town administration.The applicants will withdraw this application. Kuester-No freestanding signs and material. Okay in store windows Fine with ribbons used in the past. Property owner signs off on before they go for review. Young-Asked if some signs would be going on private property.The guidelines don't support freestanding signs. Can not limit on private property. Should focus on public/town property. Wolf-Not in favor.Does not meet guidelines.Would be willing to compromise by limiting signage to 10 and timeframe limited to 7 days. Cutone-Agrees with what's been said. Normand-Can't stop putting on private property, freedom of speech. Not in public property.This is outside the SAC's jurisdiction.Would suggest applicant withdraw application. If town grants permission,prefer the town and the organization deal with it privately and not apply for the sign. Motion to accept withdraw of application-made by Normand;Seconded by Kuester. Carried 5-0//Wolf,Cutone,Kuester,Normand and Young-aye 2. Phil Bloom 117 Orange Street Projecting sign 55/377 Self Representing:N/A Kuester-Does not think this is a wooden sign. Feels sign size and logo inappropriate. Young-Asked if this was a violation.Needs to have a master sign plan. Wolf-No comment.Flag sign should be applied for. Normand-Has a flag sign as well. Needs to be in compliance. Staff-Result of a violation notice. Normand-Looks fine. Motion to Approve made by Kuester;seconded by Wolf Carried 4-0//Wolf,Kuester,Normand and Young-aye 4. NIR,Retail Zero Main Street Wall sign 42.3.1/181 Sign Here Nantucket 5. NIR,Retail Zero Main Street Projecting sign 42.3.1/181 Sign Here Nantucket Sheri Ramos; Sign Here Nantucket-Replacing two existing signs with a different company sign for both the wall and projecting sign. Young- No comment Kuester- No comment. Cutone- No comment Normand-Looks fine Wolf-Agrees. Motion to Approve both signs made by Cutone; Seconded Wolf. NIR Retail Old South Wharf Temporary wall signs N/A Mike Duffy Page 3 of 5 Approved Minutes October 20, 2020, adopted November 3, 2020 Representing-Mike Duffy,Nantucket Island Resorts-Renovating the North side of Old South Wharf.Would like to post 5 temporary signs.He will remove the sign on the tree.Now proposing 4 temporary signs. Suggested to remove red lines at top sign. Kuester-Agrees with Mark's comments.Big sign with small message. Young-Thinks 3 is sufficient. Revise sign to 28"x28". Wolf-Agrees with what has been said. Cutone- Concerned with the scale. Graphics not in line with guidelines. Normand-Needs appropriate timeframe. Reduce size by 1/3`'.Asked for dates. Motion to Approve 3 signs,28"x28"to be removed by December 20,2020;made by Wolf; Seconded by Normand Carried 4-0//Wolf,Kuester,Normand and Young-aye 7. NIR Retail 19 N Water Street Directional signs 42.4.2/3 Mike Duffy 8. NIR Retail 19 N Water Street Directional signs 42.4.2/3 Mike Duffy Representing-Mike Duffy,Nantucket Island Resorts-Would like to keep Entrance Only sign. Willing to withdraw both applications. Kuester-Does not think they are necessary. They don't follow the appropriate guidelines for street signs. Young-Don't need One Way sign and Do Not Enter at the same entrance.Doesn't think feel the need to have Entrance Only into a parking lot. Wolf-Agrees with what has been said. Normand-Agrees with what's been said. Motion to accept withdrawal of both applications-made by Normand;Seconded by Kuester.
