Notes of meeting 10 A.M., SATURDAY,NONVOTINGs
URDAY, J ne20, 2 0 via Zoom JUL 13 AN 9: 42
1. Attending: Kathy Baird, Bill Gardner, Gary Beller, Don Greene,
Peter Halle and Peter Kahn; No guest speaker. Members absent:
Lou Bassano, Howard Blitman, Bill Sherman, Sue Matloff and
Andrew Walsh.
2. Chair Don Greene opened the meeting at 10:04 a.m., declaring a
quorum present and read the script for Zoom meetings provided by
the town. Proposed minutes for the September 7, 2019 meeting
were approved. Proposed minutes from August 17, 2019 meeting
were still not available and Kathy will request them from Bill
Sherman.
3. Renewal of ACNVT expiring terms and suggestions for new
members was discussed and it was agreed that those with terms
ending in 2020, end June 30, 2020 which is the town's fiscal year.
4. On-island and travel experiences to the island during the COVID-
19 pandemic were shared with the general consensus that the town,
the hospital and the Inquirer & Mirror were doing a good job of
overseeing and communicating public health status and regulations
and year round/seasonal residents and visitors alike were complying
with state and local regulations. Updates on the current status of
long and short term rentals, businesses and restaurants was shared.
5. Attendees discussed Annual Town Meeting (ATM), which has been
postponed until June 25 and is being held in the high school with
live streaming to overflow rooms to allow social distancing. To
keep the meeting as short as possible, only essential items will be
called, with non-essential issues such as the funding for Island
Home and Children's Beach Pump Project postponed until a special
fall ATM. It was agreed that although this year's ATM is being
held when seasonal residents are on-island and that ACNVT
members could therefore attend, we would still not have voice or
vote and the NCL had declined to speak on our behalf at past
meetings due to potential conflicts of interest.
6. Future speakers at ACNVT meetings were suggested and it was
moved and roll call approved unanimously to ask Libby Gibson to
our next meeting to provide an update on the abbreviated and
planned fall special ATM, paid parking as well as COVID-19
public health information, strategy and planning. It was also moved
and approved to ask Rob McNeil (DPW Director) to provide an
update on planned and delayed (due to the pandemic) public work
SIA E }; t, "he projects and John Brescher(Chair, Town Government Study
Committee) to discuss progress on alternative town governance
structures. Kathy agreed to contact them and confirm meeting
dates. Don requested that questions/additional topics for Libby be
sent to him via email.
7. After some discussion, it was moved and roll callPP r vedtthat

ACNVT would meet via Zoom every two weeks on Saturdays
starting July 11 at l 0AM with the final meeting on September 5,
2020. Kathy will schedule the meetings on the town's Zoom
account and send out the Zoom links prior to each meeting along
with the agenda provided by Don.
8. Attendees agreed that at our next meeting on July 11, we will elect
ACNVT Officers.
9. Discussion of programs for future meetings include:
• Update on Harbor Place and related transportation issues
• Update on paid in-town parking, demand management parking
• Funding of transportation upgrades
• Affordable housing, including use of$20M fund, Richmond
Group project off Old South Road, Surfside Crossing 40B
project, safe harbor status
• National Grid's proposed enhanced L8 power line from in-town
power station to Milestone Rotary
• Status of Town alternative energy and energy efficiency
initiatives and National Grid response regarding delaying or
foregoing third seabed power cable from the mainland (with
Lauren Sinatra), also Nantucket PowerChoice
• Continuing updates on recommendations of TGSC for charter,
other Town government changes
• Reporting of CRAC findings, recommendations
10. The meeting was closed at 11:35 a.m.
