ADJOURNMENT 1 MINUTES Nantucket Land Bank Commission Special Meeting of August 24, 2020 Hays Property, 174 Orange Street Nantucket, Massachusetts CALL TO ORDER: 12:00 P.M. PRESENT: Mark Donato,Kristina Jelleme,Neil Paterson, Allen Reinhard, John Stackpole. STAFF PRESENT: Jesse Bell, Assistant Director; Robert Early, Property Manager; Rachael Freeman, Environmental Coordinator; Richard Schraff, Property Steward; Marian Wilson, Assistant Administrator. Landscape Architects, Kris Horiuchi and John Costa were also present at call to order. I. CONVENE IN OPEN SESSION: A. PROPERTY MANAGEMENT: 1. Hays Property—Landscape Plan Review: Ms. Horiuchi walked the Commission and staff through the landscape plan and pointed out the perimeters of the meadow and woodland areas as well as the managed lawn area which would be used for passive recreation and picnicking. The group walked the new bike path connector by the rotary and the Commission expressed interest in selectively thinning some of the vegetation in the road edge in between the bike path and the road to improve the look of the streetscape. Ms. Bell indicated she would inquire with the Town about this. The Commission also asked about expanding view pockets at the creeks as well as through the valley which can be seen from the bike path on the eastern edge of the property. Ms. Horiuchi agreed that some additional selective thinning could be proposed for opening up views of the creeks but water views from the bike path connector were likely impossible due to the topography and obstruction caused by the neighbor's house. She reiterated that the big water views were the destination draw but the journey to discover that view started at Milestone Road and winds along the accessible path. Ms. Bell stated that staff had already started looking into the different types of surfaces that were aesthetically pleasing but also ADA compliant. Ms. Horiuchi explained that when the bulk of the main house is removed, the disturbed area would get loamed and seeded and provide an expanded lawn area with picnic tables and benches for people to appreciate views of the creeks. The old farmhouse portion would remain, and the covered porch would be designated as the ADA viewing area. An accessible parking spot would be created by the structure and accessed via a gate code at the parking lot. The Commission inquired about timeline and how construction would be handled. Ms. Freeman stated that the majority of the clearing work could be handled by the field crew and independent contractors would help with specific needs such as stump removals, Land Bank Commission Page 2 August 24, 2020 1 hardscaping, and planting installations. Ms. Bell expressed that she thought it was a realistic goal to have the park constructed and property opened up to the public next summer. Overall,the plan was favorably received by the Commission and there was consensus that the landscape plan was coming together well. Ms. Bell indicated that it was likely Ms. Horiuchi and Mr.Normand would do the HDC permitting together so that they could do a thorough presentation of the plan and the Land Bank's vision for the property. Based on feedback received at the site visit, staff indicated that another revision would come back to the Commission for final approval prior to moving onto the permitting phase.
