CALL TO ORDER: 4:00 p.m.
PRESENT: Mark Donato, Kristina Jelleme, Neil Paterson, Allen Reinhard, John Stackpole.
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan
Campese, Administrator/Finance Manager; Marian Wilson, Assistant Administrator; Taylor
Donovan, Field Ecologist; Guthrie Diamond, Field Ecologist.
Inquirer and Mirror Reporter, Brian Bushard was also present at call to order.
I. CONVENE IN OPEN SESSION:
A. CITIZEN BUSINESS/ANNOUNCEMENTS: None.
B. PROPERTY MANAGEMENT:
1. Beach Management—Update: Mr. Savetsky updated the Commission on the
Town of Nantucket beach management meeting, reporting that the 4th of July weekend went
smoothly due to the well-coordinated efforts of the Town and Land Bank. South shore beaches
(Nobadeer in particular) were reported to be busy but 40th Pole did not reach vehicle capacity.
Chairman Paterson commended staff for doing an outstanding job monitoring and managing traffic
at 40th pole.
2. 2020 Draft Work Plan—Discussion: Mr. Savetsky recommended that the
Commission review the 2020 Property Management Task List distributed to them in the meeting
packet before they discuss in detail at the next meeting. Commissioner Reinhard commented that it
was a comprehensive work plan and inquired about a fuel filling station request for field crew.
Commissioner Stackpole favored the idea and suggested staff should look into whether they could
tie in with the MGC fueling station. Additionally,Mr. Savetsky recommended the purchase of a
smaller pickup truck to be operated by seasonal staff for property maintenance tasks. A motion was
made by Commissioner Stackpole and duly seconded by Commissioner Donato to authorize the
purchase of a new Ford Ranger with a price not to exceed$40,000. A roll call vote was taken on the
motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard-Aye; John
Stackpole-Aye.

C. REGULAR BUSINESS:
1. 2020 Annual Town Meeting—Update: Ms. Bell stated the Annual Town Meeting
took place on June 25th, 2020 and that Article 89 carried, thereby allowing an expansion of the
sewer district to include the Larrabee property.
D. APPROVAL OF MINUTES: A motion was made by Commissioner Stackpole and duly
seconded by Commissioner Reinhard to accept, approve, and release the regular session minutes of
June 23, 2020, as written. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina
Jelleme-Aye;Neil Paterson-Aye; Allen Reinhard—Aye; John Stackpole-Aye.
E. TRANSFER BUSINESS:
1. June 2020 Transfers—Record Nos. 41707 through 41759: The Commission reviewed
transfers for the period of June 1, 2020 through June 30, 2020.
F. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal
years 2019 and 2020 through June 2020 were presented.
2. Warrant Authorization — Fiscal year 2020 Cash Disbursement: Upon a motion
made by Commissioner Stackpole and duly seconded by Commissioner Reinhard to execute the
fiscal year-end June 30, 2020 warrant document in the amount of$295,064.43 to be provided to the
county treasurer. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-
Aye; Allen Reinhard-Aye;Neil Paterson-Aye; John Stackpole-Aye.
3. Warrant Authorization — Fiscal Year 2021 Cash Disbursement: A motion was
made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to execute the
July 14, 2020 warrant document in the amount of$35,061.02 to be provided to the county treasurer.
A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye; Neil Paterson-
Aye; Allen Reinhard-Aye; John Stackpole-Aye.
4. Warrant Authorization — Clubhouse Requisition: A motion was made by
Commissioner Reinhard and duly seconded by Commissioner Stackpole to execute the July 14,
2020 warrant document in the amount of$108,858.21 to be provided to the county treasurer. A roll
call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye; Allen Reinhard-Aye;
Neil Paterson-Aye; John Stackpole-Aye.
5. Warrant Authorization - Miacomet Golf Course Employee Housing Facility: Upon
a motion made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to
execute the July 14, 2020 warrant document in the amount of $79,828.75 to be provided to the
county treasurer. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-
Aye; Allen Reinhard-Aye; Neil Paterson-Aye; John Stackpole-Aye.

6. Warrant Authorization — MGC Capital Funds Transfer Request: Upon a motion
made by Commissioner Reinhard and duly seconded by Commissioner Stackpole to execute the
July 14, 2020 warrant document in the amount of$48,689.50 to be provided to the county treasurer.
A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye; Neil Paterson-
Aye; Allen Reinhard-Aye; John Stackpole-Aye.
Brian Bushard departed the meeting at 4:34 p.m.
II. EXECUTIVE SESSION: A motion was made by Commissioner Stackpole and duly seconded by
Commissioner Reinhard to go into executive session in order to discuss the purchase, exchange,
lease or value of real property, discuss ongoing litigation and review and approve executive session
minutes. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil
Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. The Chairman declared under Purpose 6
[G.L. c. 30A, 21(a)(6)] and Purpose 3 [G.L. c. 30A, 21(a)(3)] that discussion of these matters in
open session may be detrimental to the Land Bank's negotiating position as well as strategy with
respect to ongoing litigation. The Chairman further announced that the Commission would not
reconvene in regular session at the conclusion of executive session.
ADJOURNMENT: Upon a motion made by Commissioner Stackpole and duly seconded by
Commissioner Jelleme, it was VOTED to adjourn at 5:54 p.m.
