This meeting was held via remote participation (using ZOOM recording ' feature) Pursuant to Governor Baker's March 12, 2020 Order Regarding the Open Meeting Law. I. Procedural Business Call to order: This meeting was conducted via Zoom and called to order by Chris Young, Chairman, at 9:08 am. This meeting was recorded on Zoom video. Attending members: Chris Young (Chair),Paul Wolf and Kevin Kuester Staff in attendance: Cathy Flynn,Land Use Specialist Absent members: Ben Normand and Mark Cutone Late arrivals: None Early Departures: None Motion to Adopt Agenda made by Paul Wolf; Seconded by Kevin Kuester. Roll Call Vote: carried unanimously 3-0// Wolf, Kuester, and Young- aye Approval of Minutes: N/A Page 1 of 2 Approved Minutes September 1, 2020; adopted September 15, 2020 II. Public Comment III. New Business 1. Enforcement— 41 Surfside Road- received a Citizens Complaint about a "Home for Sale" sign and brochure stand. Representing- Linda Roberts, homeowner. Discussed other signs like,Tipping Point JIs requesting a temporary sign for 90 days. Young- "For Sale" signs are prohibited by the guidelines. Not willing to start a precedent Real Estate agents have been cooperative. They actually helped create the Sign guidelines. It is off-premise advertising. Can not make a positive recommendation to the HDC. Real Estate is a commercial enterprise Wolf- Described sign and its location. The Real Estate agent should know better than to erect the sign and the brochure stand. Roberts-Asked if she could change language from"for sale" to a statement line "this could be your dream home". Keuester- They don't have a regulation over what a sign"says". It's a free-standing, inappropriate sign. Has seen "Open House" signs. She can submit an application. If she does not like the outcome, she can appeal the decision of the Commission. 2. Other Business/ Preliminary Review (if applicable) Preliminary discussion of Stop and Shop banners-N/A V.
