C FINAL AND APPROVED MINUTES s r-- 0 o rr: rr 1. Call to Order, Approval of the Agenda,Approval of Minutes,and Public Comments.. .,- —' A. Chair Allen Reinhard called the meeting to order at 4:02 pm. In attendance were Rick Atherton, Leslie Forbes, Ed Gillum, Bill Grieder(4:58 pm),Nat Lowell, and Allen Reinhard; there was a quorum at all times. Absent: Nelson(Snookie)Eldridge, Bert Ryder, and Lee Saperstein. Guests: Ken Beaugrand, Town Real Estate Specialist, Rob McNeil, DPW Director, and Andrew Vorce, Planning Director; Peter Halle, a resident of Pilgrim Road. B. Approval of the Agenda. The agenda was approved unanimously. C. Public Comments: Peter Halle said that he was attending for a discussion on Pilgrim Road. D. Minutes. Approval of the minutes from February 18, 2020, was moved by Nat Lowell and seconded by Ed Gillum. Unanimous approval was given by roll-call vote. 2. Island-Wide Greenway: Trail Map and Rail Trail Update. Allen Reinhard gave an update to the committee on the status of the Island-wide Trail Map. The Land Bank has taken on coordination of the project to develop a trail map or trail guide of all walking trails on the properties of the Nantucket Conservation Foundation,the Land Bank, Massachusetts Audubon, the Maria Mitchell Association and Town owned conservation trails. Working together with the conservation organizations,the plan is to develop a map of the various walking trails maintained by the conservation groups showing trail heads on named properties of each organization with location of trail heads and parking areas with names of the major trails. The Land Bank has gathered GIS data for these island-wide trail systems and is working to develop a comprehensive trail map and possibly a trail guide with maps and detail of the various areas. The Railroad Trail to Sconset on Nantucket Conservation Foundation land is still under consideration. The Rail Trail to Surfside on Land Bank property has been mowed from South Shore Road to their property on Surfside beach. 3. Updated "Official" List of Public and Private Ways: I D tN Director Rob McNeil and Ken Beaugrand discussed the creation of an updated list of Public and Private ways. The Town is working toward updating the list, which is a labor- intensive process. Our Committee's involvement with this project began years ago as part of our Public Way Monument project; we were searching for Public Ways that had been properly taken and recorded but not shown on any map. The DPW and the Town are working on developing an ac&urate list of Public and Private ways throughout the island. Peter Halle, a resident of Pilgrim Road was introduced during the discussion; he had a question regarding the process of making a private road public. We discussed a brief history of how ways were taken and referred to the matrix our committee had developed with Annie Bissinger and the process we follow as a committee to determine whether a private road should be made public. Again. Rob McNeil and Ken Beaugrand along with Andrew Vorce contributed to the explanation of this process. 4. Takings and Project List Review: This item was a continuation of item 4 above going into more detail. We pointed to Squam Road and the agreement between the Town and abutters for maintenance of the road as an example of how neighborhoods might approach the Town with concerns. A lengthy discussion followed relating to the history of Pilgrim Road and its status and other like situations around the island. Again, Rob McNeil and Ken Beaugrand were instructive and helpful. Ed Gillum asked about the status of Stone Alley. Ken Beaugrand said the Select Board had authorized a survey of Stone Alley to determine its status and whether it should be taken. He mentioned there were issues to be worked out, but the process is underway. 5. Encroachment Policy update: Rob McNeil and Ken Beaugrand explained the process used by the Town to address encroachments on public land pointing out that the highest priority was to identify and correct public safety issues. Once an encroachment is identified, the DPW will evaluate the situation and, if warranted, will work with Ken Beaugrand to send a letter to the property owner directing them to correct the issue within a specific time frame. If not corrected,the DPW will commence the work and the property owner will be billed for the work. Rob pointed out that working with the landscape contractors has been very successful in getting the word out to property owners. The Committee felt that the issue of encroachments was being attended to by the Town. Allen Reinhard asked people to keep submitting examples. Ed Gillum suggested that we ask a representative of the Nantucket Landscapers Association to attend when next we discuss encroachments. 6. Member Comments, Old, New and Other Business. Allen Reinhard explained that Erika Mooney, from town administration, said that five different committees were scheduled for the third Tuesday of the month at 4:00 and that with the Zoom scheduling and other activities she was looking for one or two of the committees to see whether another day would work. She suggested Wednesday or Friday. Rick Atherton pointed out that 2 the Select Board meetings started at 5:00 on Wednesdays and Ed Gillum stated that Fridays were difficult meeting days. The consensus was to stick with the third Tuesday as we have done for the past fifteen years. Allen Reinhard then explained that Lee Saperstein had to make a last- minute emergency trip off island and could not meet today. The Chair pointed out that Lee had make it possible for us to meet via Zoom and he was exceedingly grateful for his working with Erika and Town Administration to make this meeting possible. 7. Adjourn, Adjourn: The meeting was adjourned at 5:20 p.m by roll-call vote. Our next meeting will be held on July 14,2020. Lee W. Coffin Park to bike path at Sherburne Tpk. • Pleasant St. Gardner Perry Lane to Williams St. • Follow implementation of downtown sidewalk improvements • Bike/Pedestrian connection from Surfside to Hummock Pond to Madaket paths Harbor Walk Project: (Rick) • Identify route and identify sections needing constructed walkway • Concept drawings of construction required • List permits and approvals needed and process to obtain • Funding Chapter 91 Monitor Project: (Leslie& Lee) • Define goals for project • Make local license information available on line • Chapter 91 licenses along route for the Harbor Walk • Locate other locations on Nantucket and Madaket Harbors requiring licenses Nantucket Greenway and Trail System Project: (Allen,Lee,Bert) • Nantucket Central Rail Road trail 3 • Map existing island trail and footpath systems and identify missing links • How should maps and information be shared? 4
