TOWN AND COUNTY OF NANTUCKET ROADS AND RIGHT OF WAY COMMITTEE
DRAFT MINUTES
October 18, 2011
CALL TO ORDER
Chairman Allen Reinhard called the monthly meeting to order at 4:00 PM on Tuesday,
October 18 in the Garage Area of the Town Building at 2 Fairgrounds Road. In addition to Mr.
Reinhard, the following Committee members were present: D. Anne Atherton, Nat Lowell,
Sylvie O’Donnell, Bert Ryder, John Stackpole and Harvey Young. Also in attendance were Joe
Marcklinger and Pete Sendelbach, members of the public.
APPROVAL OF MINUTES
The draft Minutes of September 21, prepared by Mr. Saperstein who was serving as Secretary
Pro Tem in Ms. Atherton’s absence, were approved unanimously.
BRAINSTORMING DISCUSSION: PROJECT PRIORITIES GOING FORWARD – WHAT’S THE
NEXT PROJECT FOR OUR COMMITTEE?
A far-ranging discussion was held about how to channel and focus the work of the Committee
going forward. [See listing at end of DRAFT Mintues.] Comments made included the following:

focus on some of the matters that are underway
·
Committee’s role is “to influence” the deciders; this is not a bad thing; we need to keep these
things on the front burner, such as the public-safety concerns with First Way; also, Great Point is a
“big deal”
·
suggestion to concentrate on Prospect Street sidewalk and First Way pedestrian path; Prospect
Street will only get worse, as it will be impacted by the eventual convergence of three bike paths
·
encroachments on sidewalks: select a small area, such as Quince Street or five corners to
Nantucket Bank/Williams Street; sidewalks in general: focus on most egregious areas, especially
those blocking pedestrian right-of-ways; see REPORT OF STREETS AND SIDEWALKS

historic district under “historic” in CPC funding guidelines?; this is under discussion

Chaper 91 public-access issues: there are many instances of non-compliance; State understaffed
and would appreciate local assistance in gathering documentation; can our Committee be helpful?
liaison with Harbors Plan Implementation Committee (HPIC), Mr. Saperstein
·
conduct inventory of incomplete takings, much like the work that was done back in 1975; use CPC
$50,000 grant; apparently there are still some areas unresolved; research that needs to be done to
identify areas that would broaden public access; one example is Jefferson Street: stops, the last
piece never taken; focus should be onways to the water, such as Fulling Mill
ACTION The Committee will continue to consider these matters, and the Chairman will
endeavor to combine the main points, in an effort to focus on one or two priority issues and
give direction to the Committee for work going forward.
MISCELLANEOUS MATTERS
ACTION Invite new DPW head to our next meeting?
ACTION Mr. Reinhard will follow up on takings of lateral ways from Baxter to the Foot-
Path. There were CPC funds available to underwrite costs, including legal and surveying. Mr.
Ryder asked about Nosegay: Apparently Nosegay is a private way.
Mr. Stackpole asked if there were any Town-owned surplus property in the area that could be
sold to off-set cost of pedestrian way? Mr. Reinhard will confer with the Planning Director
about this.
Mr. Reinhard reported that the Boulevarde project is moving forward by “leaps and bounds.”
Over $130,000 has been raised to do patching, while the pressure is being exerted on the Town
to do the necessary takings. Mr. Reinhard is pleased with the movement and believes that the
Town will look favorably on the project now that abutters are stepping up to make repairs.
ADJOURNMENT
Having reached the end of the agenda, the Chairman adjourned the meeting at 5:25 PM. The
next regular monthly meeting of the Committee is scheduled for 4:00 PM on Tuesday,
November 15 at 2 Fairgrounds Road.
