TOWN AND COUNTY OF NANTUCKET ROADS AND RIGHT OF WAY COMMITTEE
DRAFT MINUTES
October 19, 2010
CALL TO ORDER
Chairman Allen Reinhard called the monthly meeting to order at 4:00 PM on Tuesday,
October 19 in the garage area of the Town Building at 2 Fairgrounds Road. In addition to Mr.
Reinhard, the following Committee members were present: D. Anne Atherton, Sylvie
O’Donnell, Lee Saperstein, John Stackpole and Harvey Young. Carol Dunton, a member of the
public was also present.
APPROVAL OF MINUTES
The DRAFT Minutes of the August 17 were unanimously approved, with Mr. Stackpole making
the motion and Mr. Saperstein seconding it. There was NO September meeting, for lack of a
quorum.
UPDATES
Roads and ROW Committee Application for CPC $50,000 Grant for a Nantucket Open
Space/Public Access Initiative: This matter was previously discussed in August. Mr. Reinhard
has conferred with Director of Planning, Andrew Vorce. The deadline for submitting a proposal
was pending, with a small window of opportunity, so the grant application had to be completed
without formal processing by the Committee. Our request was piggy-backed onto the Planning
Department proposal for $100,000 Part II (first part was last year). The purpose of the grant is
twofold: first, for a Nantucket Greenway system; and, second, a County Roads Takings Project
modeled on the 1975 project. (This effort was flawed in that it addressed only paved sections.
This oversight has been rectified by subsequent ATM articles.) Mr. Reinhard stressed that the
grant was couched in the “broadest terms.” Mr. Saperstein suggested that the Committee rank
the listing of R&ROW projects to determine priorities for funding.
Sconset Foot-Path Public Access Subcommittee: Co Chairs Ms. Atherton and Mr. Young
briefed the Committee on the work of the Subcommittee. A final report will be presented to the
R&ROW Committee at a joint session of the two groups on November 16, the regular monthly
meeting of the R&ROW Committee.
PUBLIC WAY MONUMENT LOCATIONS PHASE II
MOTION: On behalf of the Subcommittee, Mr. Saperstein moved that the list of ways for Phase
II of the project [Attachment I] be accepted. Ms. O’Donnell seconded.

Discussion: Mr. Saperstein said that the consequence of this action would be to write to the
Town and seek permission for installation of the 12 markers. [See Attachment II for draft
memorandum.] Communication with the HDC will also be initiated. Ms. O’Donnell commented
that only one marker is needed on Tennessee Avenue (near Ms. Beverly Hall’s). Mr. Saperstein
explained that the confusion comes “physically” because someone has maintained the path all
the way to the water.
Note addition to the list: end of Quaise Road.
Ms. Dunton asked about Aurora. Mr. Reinhard said that an open link between Winoma Way
and Low Beach is needed to “bridge” the old railroad right of way.
ACTION The motion was adopted unanimously.
CITIZENS REQUEST TO TAKE PORTION OF SOMERSET LANE AND FISHERS LANDING
ROAD
Mr. Reinhard reported that two requests have been received in the last month:
Somerset Lane: Ms. Marianne Stanton has been opposed to any paving of the portion of
Somerset near Manchester Circle. (Prospect Street Cemetery is in between this area.) However,
she is now willing to have Town take the road and pave it. Mr. Vorce is getting this process
underway. Somerset Lane has previously been on our Takings List (#4 in 2008). Ms. Stanton
and her family will give a voluntary easement, as will the Barrett family on the other side of the
road. Mr. Young suggested that it be added to our current list and compared with the criteria.
Fishers Landing Association Warren’s Landing Road (the paved section): Residents want the
Town to take this. (Steve Godwin made the request on behalf of the property owners.) This road
is #3 on the Takings List. It was stressed that the taking should be **ONLY** the paved section.
The reason is that they don’t want to maintain it. Mr. Stackpole mentioned that the school buses
use this section. Mr. Godwin said they would help with the surveying. Ms. O’Donnell
suggested that the Town take the road “all the way to the water.”
Mr. Young recommended that these requests should be applied to the matrix. All agreed that
this would be on the agenda for an upcoming meeting.
GREAT HARBOR YACHT CLUB GRANITE PEDESTRIAN WALKWAY
Chairman Reinhard reported that the monuments and signs have been installed as per the
GHYC MCD permit. He stated that this is a “significant ROW achievement.” The walkway
extends from Union Street to Washington Street, goes around the building to the beach. There
are six granite-sign inserts in the walkway. Signage has also been installed. The cost has been
about $4,000.
UPDATE ON SURFSIDE ROAD TAKINGS
Forty-four or forty-six out of the sixty-eight voluntary easements needed have been obtained.
Once the voluntary easements are gathered, the Town will do a taking of the remaining ones.
Mr. Reinhard stressed that this will be a several-year process.

OTHER BUSINESS
Coal Alley: Mr. Young raised the issue of the continuing encroachments in Coal Alley. This
matter was discussed with him by Rich Cooper. Discussion ensued about sending another
letter. ACTION: Mr. Reinhard will follow up.
ADJOURNMENT
Having reached the end of the agenda, the Chairman adjourned the meeting at 5:55 PM. The
next regular monthly meeting of the Committee is scheduled for 4:00 PM on Tuesday,
November 16, 2010 at 2 Fairgrounds Road.

Quidnet. The paper road, Salti Way, is a well-used
footpath from Squam Road to a set of beach steps. It is
probably a Proprietors’ Road. It should be marked at the
left of the entrance. 21 10 or 66 Quidnet Road has a
conservation restriction through the Nantucket Land
Council.

(two houses, left and right) at the end of which is the
path to the beach. An existing marker was found in the
brush by Nonantum, and it should be exposed by
trimming. A new marker will be placed at the end of the
shared, shell driveway to show the location of the path.

(still Town-owned land) has a lane from New South Road that
goes into a Land-Bank parking lot. At the point of turning west,
there is beach access (#31A) on Town land but it enters the

which the main road turns left to go along the harbor and,
eventually, join Bassett Road. This way should be marked at
this intersection; it is public although the land on either side is
private. Parcel 26 11 belongs to the Land Bank.

SUBJECT Public Way Marking Project: Request for Approval of Locations for Public Way
Monuments in Year II

At our meeting held October 19, 2010, the Roads and Right of Way Committee voted
unanimously to recommend the following list of 12 Public Ways for the installation of the
second phase of the new granite Public Way monuments approved by the Selectmen in May
2009. All the sites will be new locations. This is in accordance with the HDC’s request that no
existing Public Way monuments be replaced without their approval. We have carefully selected
these sites and verified their status as Public Ways that are currently unmarked. Once the sites
are approved by the Selectmen, our committee will apprise the HDC of their locations and then
arrange for their installation.
