NANTUCKET ROADS AND RIGHT OF WAY COMMITTEE
Draft MINUTES
November 16, 2010
CALL TO ORDER
Chairman Allen Reinhard called the meeting to order at 4:00 p.m. on Tuesday,
November 16, 2010 in the Planning Board meeting room at 2 Fairgrounds Road.
In attendance were: D. Anne Atherton, Nat Lowell, Sylvie O’Donnell, John
Stackpole, Lee Saperstein, and Brian Chadwick, BOS representative member.
Also present were members of the Sconset Foot-path Public Access
Subcommittee: Jeri Hicks, Frank Holdgate, Bert Ryder, Bob Felch and Joan
Porter. Members of the public included Rick Atherton, Marianne Felch, Linda
Holland, Carol Dutton, Dr. Frances Karttunen, and Al Crosby.
APPROVAL OF MINUTES
The minutes of the October 19 meeting will be presented for approval at our next
meeting.
PUBLIC WAY MONUMENT LOCATIONS
A letter requesting approval of the locations for the next twelve granite Public
Way monuments is being drafted for presentation to the BOS/CC. Once
approval is granted, the committee will commence installation of the new
monuments early next year.
DECEMBER MEETING
It was voted to cancel our December 21 meeting. The Chairman will update the
committee by email of any activities or issues needing attention between
meetings. Such memos or updates will be included in the public record at our
next meeting. The committee will meet next on JANUARY 18, 2011.
FINAL REPORT OF THE SCONSET FOOT-PATH ACCESS SUBCOMMITTEE
The chairman turned the meeting over to D. Anne Atherton, Co-chair of the
SFPAS to present a draft of the subcommittee’s Final Report for comment and
approval of the Roads & ROW Committee. D. Anne introduced subcommittee
members, gave a brief history of the group’s formation and explained the charge
from the Selectmen on March 17, 2010. She reported that Harvey Young, Co-
chair of the subcommittee, was unable to attend the meeting because of recent
surgery and was missed by all. Jeri Hicks explained the process and how the
committee worked together to meet their charge. The committee held several
site inspections along the length of the foot-path, held community meetings in
July and August to solicit concerns from Sconset residents and abutters and
gathered detailed information concerning use and access to the footpath.
Frank Holdgate presented a digital archive of information collected including
maps, surveys, deeds, photographs, information regarding stairs to the beach,
and other historical data and records. This file archive is available on CD and
will eventually be available on the committee’s website.
Bert Ryder outlined the specific recommendations of the subcommittee. See the
Draft Final Report on the subcommittee’s web page for the detailed Executive
Summary of Recommendations. This is the heart of the report, the specific
recommendations to be passed on to the Selectmen and Town Manager for
implementation.
Bob Felch and Joan Porter explained the concerns of neighbors, residents and
abutters to the footpath and the process used to develop a Management Plan for
the footpath. Again, reference was made to the inclusiveness of the process and
the specifics of the plan to address the concerns raised.
Discussion and comment followed presentation of the report. The work of the
subcommittee was praised for its rigor, inclusiveness, transparency,
communication, and the way it went about fulfilling its mission. Their final
recommendations are based on a solid foundation of research and thoughtful
reflection.
MOTION: After discussion, it was moved by John Stackpole and seconded by
Lee Saperstein to approve and accept the subcommittee’s Draft Final Report and
Recommendations subject to minor “wordsmithing.” The Committee VOTED
UNANIMOUSLY to approve and accept the subcommittee’s report and
recommendations with thanks for a job well done. The committee will present
the Final Report and Recommendations to the Selectmen/County
Commissioners with the committee’s strong endorsement.
ADJOURNMENT
The chairman adjourned the meeting at 5:45 p.m.
