DRAFT MINUTES
July 20, 2010
CALL TO ORDER
Chairman Allen Reinhard called the monthly meeting to order at 4:00 PM on Tuesday, July 20,
in the Garage Area of the Town Building at 2 Fairgrounds Road. In addition to Mr. Reinhard,
the following Committee members were present: D. Anne Atherton, Sylvie O’Donnell, Lee
Saperstein, John Stackpole and Harvey Young, as well as BOS Liaison Brian Chadwick,
Planning Director Andrew Vorce and Transportation Planner Mike Burns. Members of the
public in attendance were Art Gasbarro, Jeri Hicks, Frank Holdgate, Joe Marcklinger and Bert
Ryder.
APPROVAL OF MINUTES
The DRAFT Minutes of June 15 were unanimously approved as corrected, with Mr. Stackpole
making the motion and Mr. Saperstein seconding it. The June Minutes, as corrected, should
read “with aerial photography” on the bottom of page 1.
ELECTION OF OFFICERS
Mr. Stackpole moved that the current officers be re-elected to another term. The motion was
seconded and adopted unanimously. The officers of the Roads and Rights of Way Committee
for 2010·2011 are

SCONSET BLUFF WALK PUBIC ACCESS SUBCOMMITTEE UPDATE
Ms. Atherton and Mr. Young, Co Chairs of the Subcommittee updated the Committee on the
work of the group. Minutes of the Subcommittee and background information is posted on a
separate page on the Town’s website at http://www.nantucket-
ma.gov/Pages/NantucketMA_BComm/sconsetbluffcom
Comments: It was noted that the DPW has the power to cut away any encroachment. A
question was raised about a possible easement at 67 Baxter Road. Is the easement ready to be
officially accepted by the Town and duly recorded?

LOCATION OF PUBLIC WAY MARKERS: PHASE II
Phase I: Mr. Saperstein reported that Phase I of the project has been completed, with the
installation of the last two markers at Cathcart and Madequecham Valley. All twelve (12)
markers have now been installed, with special thanks to Joe Marcklinger, Frank Holdgate and
Dave Visco along with his son, Jake. Mr. Saperstein recommended that the Committee inform
the Town in writing that the twelve monuments are in place and indicate the locations, so that
there is a record of their installation. It was also suggested that the various locations of the
markers be indicated on the Town’s GIS map for future reference. ACTION Mr. Saperstein
agreed to perform this task on behalf of the Committee.
Phase II: Further discussion ensued about the placement of markers for the second phase of the
project, with salient points as follows.

house; private abutters way; ACTION check (Crosby’s Lane)
North Shore – 40th Pole
NO. Land belongs to Land Bank who should be responsible for
signage.
Dionis Beach
YES but only when the new path is complete; Town (per Andrew
Vorce) is proposing a new walkway to Dionis that should be
marked; the existing way already has a traditional County Road
Bound marker
Hulbert Avenue
DEFER until Sconset is finished; status of Charles Street; is public
and marked; the others (Willard, Henry, and Johnston?) are all
private abutters ways; some deeded rights; bulkheads; check with
Carl Sjolund re Chapter 91 Licenses; NOTE: Brant Point Association
in process of developing an Area Plan; there is interest in providing
public access in these areas, with Sconset cited as an example
Surfside
YES (2) – Woodbine and Pequot now complete; Mr. Voce: could put
markers there; Pequot cleverly disguised as driveway; now have 2 at
Surfside, could have more: one at Fishermen’s; Town owns
additional land contiguous to parking lot

goes down to the beach on LB property; ACTION Mr. Stackpole

West end of Westchester
ON HOLD – Mr. Stackpole suggested placing marker in this
location; there is not one out on Wannacomet; Mr. Reinhard
suggested that perhaps this should be re-thought; Mr. Saperstein
pointed out there is a similar situation at Crooked Lane
Hinckley Lane
NO – Mr. Holdgate asked about Hinckley Lane; Mr. Reinhard said
this is a private, abutters way; the Town would be reluctant to do a
taking because of the maintenance costs
Folger/Morgan Square
NO – a question was raised about the status; Mr. Vorce replied that
this is all private
Berkeley, at end of Monomoy
YES – Mr. Young suggested that this would be a good spot to mark;
apparently the Town has an easement here with the condition that
there be no parking; Mr. Voce commented that the easement now
connects to the pubic road; the taking plan for Monomoy is on
record; we need copy of the easement
Thurston’s Way
YES – Mr. Vorce suggested adding this one, at the end of Thurston’s
Way
DECISION The Committee agreed on the placement of twelve (12) markers, for now, with
additional ones in need of further research. The twelve are:

ACTION Next step is to physically check out locations and determine exact placement of the
markers.
OTHER BUSINESS
Harbor Plan Implementation Committee (HPIC): The Chapter 91 Licenses are kept at the
Marine Department which is very busy as this time. Mr. Willauer, who sits on the HPIC, will
check with Jeff Carlson, the Beach Manger, about when might be a good time to tackle this task.
Public Access CPC Funds: Mr. Vorce suggested inviting folks down to Nantucket who have
installed coastal boardwalks. A Harbor Walk that would run from Brant Point to Ottison’s
property is a recommendation in the Harbors Action Plan, and there are funds available
through the Community Preservation Committee (CPC) to underwrite such a project. Mr. Vorce
mentioned that the recently-approved subdivision near the Creeks provided an additional lot to
add to the layout of Creek Street.
Options for Bike Path: Transportation Planner, Mike Burns reviewed four options with the
Committee for routing a bike path in the vicinity of Prospect Street:
Option One: run right alongside of Prospect; this is an option that appears to be least
desirable for bikes; better for pedestrians; great place to have a sidewalk; too congested for
bikes; congested; lots of trucks.
Option Two: extends from existing bike path; North Mill through to Mt Vernon; shared
portion near Chicken Hill; shell road (Mill Hill Lane); to Joy, Mt. Vernon on to Madaket;
over time, it may have to be re-surfaced; of options, this is the most public land; least cost to
implement
Option Three: use long stretch of private way near Bud Egan’s house; would have to
construct path; lots of takings.
Option Four: trail would need to be constructed; most intense; crosses private way;
circuitous

MOTION Mr. Stackpole moved that the Committee recommend Option Two to the Board of
Selectmen. The motion was seconded by Mr. Young and approved unanimously.
Road Takings List: Mr. Saperstein reminded the Committee that we should be updating the
List annually, although the Boulevarde has taken precedence.
ADJOURNMENT
Having reached the end of the agenda, the Chairman adjourned the meeting at 6:00 PM. The
next regular monthly meeting of the Committee is scheduled for 4:00 PM on Tuesday, August
17, 2010 at 2 Fairgrounds Road.15.10
