HomeMy WebLinkAboutRight-of-Way and Sconset Foot Path Public Access Subcommittee Minutes - November 16, 2010 (Draft)_201402041506167608Joint Meeting ’SCONSET FOOT-PATH PUBLIC ACCESS SUBCOMMITTEE And ROADS & RIGHT OF WAY COMMITTEE Draft Minutes Tuesday Nov.16, 2010 / 4:00 PM @ 2 Fairgrounds Road Members Present: Co-Chair D.Anne Atherton, Bob Felch, Jeri Hicks, Frank Holdgate, Joan Porter, Bert Ryder BOS Liaison: Brian Chadwick Members Absent: Rob Benchley, Harvey Young, Mary Wawro Members of the ROW Committee: Chairman Allen Reinhard, D.Anne Atherton, Lee Saperstein, Sylvie O’Donnell, John Stackpole, Nat Lowell Members Absent: Annie Bissinger Poor, Harvey Young Audience Present: Carol Dunton, Linda Holland, Maryanne Felch, Fran Karttunen, Mr. Crosby Call to order Co-Chair Atherton & Chairman Reinhard called both meetings to order at 4:00 PM Quorums were present. Comments, questions etc will be addressed after the presentation I. Introduction: Co-Chair Atherton introduced those present Asked for any pieces the sub-committee might have missed so they can be included in the Final Report however the Recommendations themselves will stand The “joint” recommendations will go to the BOS, once adopted by ROW II. The Subcommittee: How We Worked to Meet Our Charge Jeri Hicks gave a brief description of the process including: Art. 74 began the process, then the BOS charged the ROW Committee to create a sub-committee to make recommendations back to them & eventually back to the BOS for implementation III. Information Gathering: An Overview of the Digital Archive Co-Chair D.Anne Atherton explained that: Members also did a walk-thru Rob Benchley, Harvey Young, Frank Holdgate all worked on the digital aspect Mary Wawro created a chart from the ConCom concerning the stairs IV. Summary of Recommendations With Map Bert Ryder reviewed the “Summary of Recommendations” including: No lateral ways should be eliminated Anne’s Lane should be brought back to ATM 2011 Footpath should be marked as “public” Establish 4’ width / but no improvement of the surface ex. Stones mulch etc. Small parts will be surveyed with the takings process, more surveying if funds are available Stair data to negotiators Town implement Management Plan & enforcement CPC funds among other funds use for implementation, maintenance etc A map is coming from the GIS co-coordinator of the Ways V. A Management Plan for the Footpath Bob Felch & Joan Porter discussed: The meetings with some of the ’Sconset residents in July & Aug @ the Wade Cottages Joan created a “snapshot” of people on the Footpath over a (6) six-day period in Aug. and came up with 628 The hrs 7:30 - Sunset The Do’s & Don’ts of courteous behavior while using the Footpath Signage / Rob Benchley created a template for it Maintenance, Repair, Enforcement of Town laws etc. Surveying of Ways etc. Look at which stairs are permitted by the ConCom The Sub-Committee had as guest speakers: Andrew Vorce, Director of Planning Police Chief Pittman D.Anne Atherton & Bert Ryder attended a Traffic Safety Meeting and Fire Chief McDougall was present Eric Savetsky, Land Bank Jim Lentowsky, Conservation Foundation Mickey Roland, Commission on Disability Many of the abutters of the Footpath take care of the maintenance of the part in front of their property VI. Discussion / Comments included: Team work Job well done ’Sconset abutters & residents want the Footpath to continue and feel the Management Plan is essential for historical consistency, use “Foot-path” as it appears in original documents VII. Next Steps Presentation of the Final Recommendations of the ROW Committee & Sub- committee by the ROW Committee to the BOS for Implementation The motion was made by John Stackpole and seconded that the ROW Committee vote to adopt the “Draft Report from the ’Sconset Foot-path Access Sub-Committee, as amended. The vote was unanimous. Adjournment: Chairman Reinhard & Co-Chair Atherton adjourned the meetings @ 6:15 PM. The Committee was asked to attend the BOS Meeting TBD (possibly on Dec. 8th,) when the ROW will present a final plan to them for acceptance Respectfully Submitted, Jeromette M.
