Public Hearings:  #16-11 On Island Center MCD, 30 & 34 Sparks Avenue, action deadline 11-07-11 A new site plan and a report for MDM Transportation are included in your packet, as well as letters from Nantucket Surveyors and Vaughan, Dale, Hunter, Stetina & Beaudette. Rizzo Associates will be performing a peer review of the traffic study and will be available to attend the November 14 meeting if necessary. Attorney Bill Hunter and Paul Santos will be present at the meeting to discuss project changes.  #19-11 Douglas J. and Cecilia L. Hepworth, 2 Center Street, Sconset, action deadline 12-11-11 This matter was continued from the last meeting so that the Board members would have an opportunity to view the site prior to making a decision. The staff report and recommendation presented in September is printed below. The applicant is proposing a second driveway access within twenty-five (25) feet of an intersection. The site is located in Siasconset between three (3) streets: Shell Street, Main Street, and Center Street. Shell Street is one-way running southwest and Center Street is generally used as a one-way running northeast. The extension of the existing driveway between Shell Street and Center Street would allow for safer and more efficient access to the site. Generally, staff would not support this type of request, however, in this particular location we find that the proposed second driveway access will not have an adverse impact on traffic or safety consideration and will not have an adverse impact on the scenic or historic integrity of the neighborhood.  #7372 Calm Waters Way Subdivision, 135, 137 and 143 Eel Point Road, action deadline 12-28-11 This matter was continued from the last meeting at the request of the applicant. A letter from Site Design Engineering and a revised set of plans are included in your packet. Dan Mulloy will be present to discuss any outstanding issues with the Board. A draft decision is included in your packet. 2  #20-11 White Elephant Hotel Residences LLC (f/k/a Nantucket Island Resorts), 19/25 North Water Street & 72 Easton Street, action deadline 01-11-12 The applicant is requesting three (3) modifications: 1. To partially reconfigure the main building to allow for the construction of twenty (20) guest suites. The original decision listed a maximum number of guest suites on the property, but did not specify how many could be located in each structure. The current request would not increase the total number permitted in the 2006 decision. 2. To allow the installation of a service kitchen in the pool house. 3. To extend for two (2) years the use of Townhouses 4, 5, and 6 for ancillary hotel services. See the letter from Attorney Bill Hunter dated September 12, 2011 for more details about the proposal. Staff recommends approval with a decision to be signed in the office. ANR:  #7379 Town of Nantucket, Vestal Street The purpose of this plan is to create unbuildable lots from unconstructed portions of Vestal Street. The parcels will be merged with abutting properties. The acquisition and disposition of these lots was authorized through the approval of Articles 107 and 108 at the 2011 ATM. Staff recommends endorsement.  #7380 Inhabitants of the Town of Nantucket, off Western Avenue (Weweeder Pond), (Map 87 Parcel 91) The purpose of this plan is to create unbuildable lots from unconstructed portions of Morgan Square, Pollack Avenue, High Street, and Western Avenue. The parcels will be merged with abutting properties. The acquisition and disposition of these lots was authorized through the approval of Articles 107 and 108 at the 2011 ATM. Staff recommends endorsement.  #7381 Town of Nantucket, Pocomo Avenue, Jackson Street, Monohansett Road, Okorwaw Avenue, Sumner Street, Washington Street, Webster Street, & Wilson Street (Map 79) The purpose of this plan is to create unbuildable lots from unconstructed portions of Pocomo Avenue, Jackson Street, Monohansett Road, Orkorwaw Avenue, Sumner Street, Washington Street, Webster Street, and Wilson Street – all of which are located in Surfside. The parcels will be merged with abutting properties. The acquisition and disposition of these lots was authorized through the approval of Articles 76 and 77 at the 2010 ATM. Staff recommends endorsement.  #7382 Carl & Sharon Nielsen, 24 Nonantum Avenue (Map 87 Parcel 157) The purpose of this plan is to establish the new lot lines incorporating land purchased through the Yard Sales Program. Staff recommends endorsement.  #7383 93 Cliff Road Nominee Trust, (Map 30 Parcels 169 & 262) The purpose of this plan is to divide a single lot into two (2) buildable lots. Both lots meet minimum frontage and area requirements for the R-20 district and have frontage on a public way, Cliff Road. Staff recommends endorsement.  #7384 Nantucket Westmoor Farms, LLC, 20 Pilgrim Rd. & 14 Old Westmoor Farm Rd. (Map 41 Parcels 824 & 825) The purpose of this plan is to create two (2) lots, Parcels A and B, for conveyance purposes. Parcel A will be combined with Lot 26 and Parcel B will be combined with Lot 25. Staff recommends endorsement.  #7385 Richard J. Glidden, Esq., Hussey Road & Brock Road The purpose of this plan is to create unbuildable lots from unconstructed portions of Hussey Road (a.k.a. Sussex Road) and Brock Road (a.k.a. Cheshire Road), both of which are located in Tom Nevers. The parcels will be merged with abutting properties. The division of these unconstructed ways into 3 unbuildable lots was authorized through Land Court Case 10-SBQ-05004-08-001. Staff recommends endorsement.  #7386 Charles p. & Regina G. Martucci, 13 Gray Avenue (Map 67 Parcel 325) The purpose of this plan is to divide a single lot into four (4) buildable lots. All lots meet the minimum frontage and area requirements for the R-10 zoning district. Two (2) lots have frontage on Hooper Farm Road, a public way, and the other two (2) lots have frontage on Gray Avenue, which meets the minimum width, grade, and construction requirements. Staff recommends endorsement. Second Dwellings:  57 Somerset Road, Andrzej and Susan Bartkowiak, (Map 66, Parcel 91)  30 Eel Point Road, Olof Clausson (Map 40, Parcel 44.1) Please see the reports in your packet issued by John Brescher. Previous Plans:  #15-09 Harbor Terrace, extension request The applicant is in the process of de-registering the property with the Land Court, therefore they are requesting an extension from November 17, 2011 to May 17, 2012 to record the required development documents. Staff recommends the proposed extension.  #7342 Pilgrim Court Subdivision The applicant is requesting a lot release for three (3) lots. Staff will provide a recommendation at the meeting. Preliminary Plan:  Island Lumber Holding Corp., 1 Polpis Road (Map 54 Parcel 121), 3 lots 2 buildable lots CONTINUED TO 11-14-11 Other Business:  Warrant Article Discussion for 2012 ATM Staff has been very busy working on map changes for the 2012 ATM. Included in your packet are draft warrant articles and maps for the zoning changes we discussed with the Board at the August meeting. In addition, we are working on the following bylaw changes: Parking/Driveways/Screening, Cluster/MRD, Accessory Apartments, and other miscellaneous changes/corrections.
