Call to order – Everyone should be in attendance. Please let the office know if you will be unable to attend. II. Approval of the agenda – As usual, please let the Chairman and I know of any additions. III. Minutes: ƒ May 29, 2008 – ready for approval. IV. ANR’s – You will recall from the last meeting that Chairman Rector would like to endorse all the ANR plans together at the same time for efficiency purposes. If you have an issue you would like to discuss with your fellow Board members or ask a question of the applicant or staff on any one of the ANR plans, please be prepared to advise the Chairman prior to his call for a motion to endorse: ƒ #7137 Donald E. Dimock, 54 Bartlett Road (Map 66 Parcel 100) – This ANR plan cuts out Lot B from the larger Lot A. Lot B will have 5915 sq. ft. of area and 41.67 feet of frontage where 5000 sq. ft. of area and 40 feet of frontage is required. Lot B is in great excess of both. Bartlett Road is a public way. This plan may be endorsed Approval under the Subdivision Control Law Not Required. ƒ #7138 Jerry & Jean M. Batte, 18 Bartlett Road (Map 67 Parcel 113.1) – This ANR plan splits the existing lot in two with the existing structure located on Lot 3A with an area of 10635 sq.ft. and 57.95 feet of frontage and vacant Lot 3B with 8320 sq. ft. and 58 feet of frontage where 5000 sq. ft. and 40 feet of frontage is required. Bartlett Road is a public way. This plan may be endorsed Approval under the Subdivision Control Law Not Required. ƒ #7139 James R. Crane, 6 Saltmarsh Way (Map 55 Parcel 296) – This ANR plan is a simple conveyance plan to transfer new Lot B as shown (of 2910 sq. ft.) to the existing abutting Lot 4 to the east. New Lot A maintains its frontage on Saltmarsh Way, a private Nantucket Planning Board ▪ 2 Fairgrounds Road ▪ Nantucket ▪ MA ▪ 02554 ▪ (508) 228-7233 1 road shown as Lot 8 on Land Court Plan7302-D and Registry of Deeds Plan book Page 82. This plan may be endorsed Approval under the Subdivision Control Law Not Required. V. Second Dwellings – Again, you will recall from our last meeting that Chairman Rector would also like to consider all of the Second Dwellings for approval as a group for efficiency purposes. Should you have a question about any particular property, please advise the Chairman at the outset. In the list below, the last two applications will need to be addressed separately. In addition to my notes here, please see Venessa Moore's reports in the packet: ƒ 69 Pocomo Road (Map 15 Parcel 10), Kenneth Bartels - ƒ 14 Dukes Road (Map 41 Parcel 60), Eugene Hanley - ƒ 52 South Shore Road (Map 80 Parcel 115), Fred Clark - ƒ 3 Maxey Pond Road (Map 40 Parcel 106), Curtis Barnes - ƒ 16 Folger Avenue (Map 80 Parcel 153), Brendan & Julie Hunt-discussion on condition #3 – Condition #3 requires vegetation along Folger Avenue to be cut back to a minimum width of sixteen (16) feet which according to the applicant and abutters will threaten their privacy. They are willing to make improvements and have been working with Staff as evidenced by the photos taken by Staff. The applicant would like to modify condition #3 to allow for a variable width for clearance. ƒ 9 Cow Pond Lane (Map 55 Parcel 614), Patrick & Patricia McCarthy-permission for enforcement action – Staff inspected the premises, signed off on the building permit and assumed the property remained in compliance. On a recent drive-by it was determined that the applicant has removed the approved parking area and uses it as it was prior to the Board's approval. Staff is seeking the Board's permission to request enforcement action by our Zoning Enforcement Officer. Staff would have to file a complaint and we would like your permission to do so. VI. Previous Plans: ƒ #7009 Nason Nanco, release of escrow – This request is being withdrawn by the applicant at this time. The Board previously released a large portion of the escrow and retained $5000 to insure that the grass would grow in the disturbed areas and that the drainage swale would operate properly. An inspection of the site found scarce grass growing and drainage poor at the swale. Staff suggested the applicant wait until the end of the summer to see how well the grass takes hold and also to repair a drainage inlet that has washed out. Applicant's representative agreed. ƒ #17-05 Dreamland Theater, discussion for outdoor use of the parking lot – Please see Bill Hunter's memorandum to the Board dated May 30, 2008, a site plan, and an addendum along with Town Counsel's memo of June 27, 2007 to Marcus Silverstein. This is an informal discussion with the Board to see if you would consider this request as a minor modification. We have advertised for the June 23rd agenda. The issue is that the Dreamland Foundation would like to have some events this summer in order to bring attention to their mission as a non-profit foundation. VII. Public Hearings: ƒ #7084 WB Nantucket Holdings, 3 Arrowhead Drive, action deadline 06-30-08 (CONTINUED TO 06-23-08) – Please see an email from Ed Pesce, your consulting engineer, to Catherine Ancero indicating that no new plans have been sent to Ed for review as of June 3, 2008 at 2:10 PM. Therefore there is no report for this meeting and the application will need to be continued to June 23, 2008. As noted, the action deadline is June 30, 2008 and so a recommendation to withdraw, deny, approve, or approve with Nantucket Planning Board ▪ 2 Fairgrounds Road ▪ Nantucket ▪ MA ▪ 02554 ▪ (508) 228-7233 2 conditions should be considered if no new plans are delivered prior to June 16th, 2008. ƒ #7133 Philip Minella, 72 North Liberty Street, action deadline 08-10-08 - A coordinated review was held on Wednesday May 28, 2008 and the minutes/notes of that meeting are attached for discussion Monday evening. They have been provided to Dan Mulloy and Richard Glidden who both attended the session. VIII. Decisions: ƒ #7131 Thomas & Karen Craddock, action deadline 09-04-08 (Note: Draft decision- CONTINUED TO 06-23-08) – Staff asks for continuation to June 23 to allow the applicant and staff to complete the draft decision. ƒ #36-08 Jennifer Dubois & Peter Psaradelis, 3 Dooley Court, action deadline 08-26-08 The draft decision is enclosed per your instructions from the last meeting. IX.
