MINUTES
(Agenda Subject to Change)
10 Members Present: Rick Atherton, Andrew Bennett, Sylvia Howard,
Bert Johnson, Nat Lowell, John McLaughlin, Mohamed Nabulsi,
Barry Rector (arriv. @ 6:10), Don Visco, Linda Williams
Members Absent: Brian Chadwick, Jack Gardner
Staff: Leslie W. Snell, Jeromette Hicks
Audience: Brian Sullivan, Jason Bridges, Lindsay Bykosz (I&M)
I. Call to Order Chairman Lowell called the meeting to order at 5:50 PM
II. Establishment of Quorum The Chairman declared a quorum was present.
III. Approval of Agenda
The motion was made by Linda Williams and seconded that the NP&EDC does
hereby approve the NP&EDC agenda for Sept. 12, 2011, as submitted.
The vote was unanimous.
IV. Public Comment - None
V. Discussion / Action Item
A. Discussion / Action: Letter of Support for SBPF
‘Sconset Beach Preservation Fund, Inc.
Attorney Cohen made a brief presentation concerning his clients’ request
that the NP&EDC summit testimony / letter, which it feels is appropriate
to this project, which is before the ConCom.
This concerns 6 non-continuous lots.
Discussion included:
It was noted that the NP&EDC’s Enabling Legislation & STM Article
says, the Commission shall make any recommendation it deems beneficial
for the Island of Nantucket. (Enabling Legislation Section 1 & 2 and Art.
5, 1973 STM and page 2 of the NP&EDC Bylaws)
The Commission and Town Meeting have supported erosion projects in
the past.
Question was asked concerning a prior project before the ConCom by the
SBPF as to its status. Attorney Cohen & others said it was resolved.
Commissioner Bennett spoke as a member of the public, saying he does
not endorse this technology due to the economics, especially the sand
issue involved.
Hard armoring is a possible concern
The cost of this is not on the tax payers
The signed letter will be e-mailed out to the Commissioners
The motion was made by Linda Williams and seconded that the
NP&EDC does hereby authorize that the NP&EDC send a letter,
signed by the Chairman in the office, based on the NP&EDC enabling
Legislation of its authority of making recommendations it deems
beneficial for the Island of Nantucket, to the ConCom in support of
appropriate erosion control methods being used in various portions of
the Island effected by erosion which (methods) have been approved by
the appropriate entities.
The vote was six (6) in favor, two (2) Rick Atherton, John McLaughlin
opposed and one (1) Andrew Bennett abstained.
B. Discussion / Action: Letter of Support for NORIEZ (National Ocean
Renewable Energy Innovation Zone) for U MASS
Discussion included:
It is a land lease for U-Mass.
The use is not specific, could be wind or tidal
Nantucket could not be the lease holder
This is in Fed. waters not Nantucket waters
The process will still involve public input / hearings
Copy of signed letter e-mailed out to the Commissioners
The motion was made by Linda Williams and seconded that the
NP&EDC does hereby authorize that the NP&EDC send a letter,
signed by the Chairman in the office, in support for the U-Mass /
Patrick Administration application for the NOREIZ zone.
The vote was unanimous.
C. Discussion / Action: Letters of Support for 3 Applications from the
Affordable Housing Trust Fund to CPC
The discussion included:
It is the annual CPC request
It was asked if funds could be used for downtown sidewalks
that is maintenance, however that does not fall under the State’s guidelines
Main Street maintenance was asked for in prior years and rejected for the
same reason
10% has to go to each (open space / recreation, historic preservation,
community housing)
Copy of signed letter e-mailed to the Commissioners
The motion was made by John McLaughlin and seconded that the
NP&EDC does hereby authorize the NP&EDC send a letter of
support, written by the staff, signed by the Chairman in the office, to
accompany the Affordable Housing Trust Fund 3 applications to the
CPC for funding for FY 2013.
The vote was six (6) in favor, three (3) Sylvia Howard, Bert Johnson,
Don Visco opposed and one (1) Linda Williams abstained.
VI. Other Business – John McLaughlin stated that CPC funds should be available for
Veteran issues
VII. Adjournment
The motion was made by John McLaughlin and seconded that the NP&EDC
does hereby adjourn the meeting.
The vote was unanimous.
The Chairman adjourned the meeting @ 6:30PM.
