HomeMy WebLinkAboutPlanning and Economic Development Commission Minutes - May 2, 2011_201402060754301705 OFFICIAL NOTICE of a PUBLIC MEETING To be held by the Nantucket Planning & Economic Development Commission MONDAY, ____MAY 2_____________, 2011 At 6:00 PM at 2 Fairgrounds Road, Nantucket, MA 02554 Purpose: Regular Meeting: MINUTES 9 Members Present: Rick Atherton, Andrew Bennett (arriv. 6:10), Brian Chadwick (Lv.7:05), Jack Gardner, Sylvia Howard, Nat Lowell, Mohamed Nabulsi, Barry Rector, Don Visco, 3 Members Absent: Bert Johnson, John McLaughlin, Linda Williams Staff: Andrew Vorce, T.Michael Burns, Jeromette Hicks, Susan B. Witte Audience Present: Josh Balling (I&M), David Barham I. Call to Order Chairman Lowell called the meeting to order at 6:00PM II. Establishment of Quorum The Chairman declared a quorum present. III. Approval of Agenda The motion was made by Brian Chadwick and seconded that the NP&EDC does hereby vote to approve the agenda as amended. The vote was unanimous. IV. Approval of Minutes: Meeting of Feb. 7, 2011 The motion was made by Rick Atherton and seconded that the NP&EDC does hereby vote to approve the minutes of Feb. 7, 2011, as amended. The vote was unanimous. V. Public Comment VI. Action / Discussion Items A. Action / Discussion: Adjustment to FY 2011-2014 TIP (Transportation Improvement Program) 1 The motion was made by Brian Chadwick and seconded that the NP&EDC does hereby vote to endorse Adjustment # 01 of $3300.00 to FY 2011-2014 TIP. The vote was unanimous. B. Discussion Only: Regional Transportation Plan Public Review FFY 2011 – 2035 (No Action) The Public Review Period will be through July with Endorsement by the NP&EDC at the Aug. 1, 2011 meeting. Other projects & funding sources were discussed including: Bartlett Rd, Quidnet Rd. Prospect St. Extension and Fed. State & local funding and that funds are tight. Also there will be no projects going beyond Vestal Street C. Discussion Only: Review Draft Memo of Understanding (MOU) with MASS DOT Public Review Period (Deleted from Agenda) D. Action / Discussion: Pavement Management Update This update should be done every 5 years and was last done in 2005. The road inventory method being used is compatible with the standards used by MASS DOT. It is of approx. 34 miles of roads within the Fed.-aid system. The motion was made by Rick Atherton and seconded that the NP&EDC does hereby vote to approve MACTEC proposal to conduct the Pavement Management Inventory Update and authorize the Director to sign the service contract. The vote was unanimous. E. Discussion Only: Update Downtown Parking 3 Recommendations ReMain’s consultant Nelson/Nygaard will have a focus group by invitation then revised their plan, conduct a survey and then test some technologies through the Summer. It was said that the Town should be pro-active concerning the electric company property downtown. It was asked if the Craig property was offered to the Town? It was not offered to the Town nor does the Town have a first refusal on it. F. Action / Discussion: Climate Action Plan / Revised Will be on the June 6, 2011 Agenda Director Vorce will e-mail the “Draft” to the Commissioners when he receives it from the consultant & has been reviewed by Staff. He said it should merge the climate action plan and alternative energy study and with a name change suggested. G. Discussion: “SEED” Workshop May 4, 2011 FYI – Reminder Sponsor: NP&EDC with Cape Cod 5 and Nantucket Chamber of Commerce 18 attendees have signed up. VII. Report Items: 2 3 A. Director’s Report The off-shore maps were reviewed along with a summary by Director Vorce on the Ocean Advisory Commission (OAC) and BOEMRE meetings he has been attending. Gov. Patrick has asked Federal officials to reduce the area to be used by developers to build offshore wind farms about 14 miles off Nantucket & Martha’s Vineyard. (Note: Fed. Officials are reducing the area, article as of May 3, 2011) Tidal Energy project with Edgartown (MVY) is moving forward. B. Transportation Planner’s Report See VI. A, B & C above. C. NP&EDC At-Large Member Ad I&M May 12 & 19, 2011 Don Visco is the Commissioner whose term is ending. IX. Adjournment The motion was made by Jack Gardner and seconded that the NP&EDC does hereby vote to adjourn the meeting. The vote was unanimous. The Chairman adjourned the meeting @ 7:35PM.
