HomeMy WebLinkAboutPlanning and Economic Development Commission Minutes - August 25, 2011_201402060754292799OFFICIAL NOTICE of a PUBLIC MEETING To be held by the Nantucket Planning & Economic Development Commission Thursday, _____August 25,____________ 2011 At 5:00 PM at 2 Fairgrounds Road, Nantucket, MA 02554 Purpose: Special Meeting: MINUTES (Agenda Subject to Change) 9 Members Present: Rick Atherton, Andrew Bennett, Jack Gardner, Sylvia Howard, Bert Johnson, Nat Lowell, John McLaughlin, Mohamed Nabulsi, Don Visco, Members Absent: Brian Chadwick, Barry Rector, Linda Williams Staff: Andrew Vorce, T.Michael Burns, Jeromette Hicks Audience: Carol Dunton I. Call to Order Chairman Lowell called the meeting to order at 5:00PM II. Establishment of Quorum The Chairman declared a quorum was present. III. Approval of Agenda Question by Rick Atherton if an item is being added to the agenda. Director answered that it would appear on the Oct. 3, 2011 regular meeting agenda The motion was made by Jack Gardner and seconded that the NP&EDC does hereby approve the NP&EDC agenda for Aug. 25, 2011, as submitted. The vote was unanimous. IV. Public Comment - None V. Discussion / Action Item A. Discussion / Action: Regional Transportation Plan Discussion included: There maybe Fed. funds available for Ames Bridge maintenance RTP is a 25 year Plan and is updated every 4 years The word “recommended” used by the consultants in the Plan was discussed, but no vote was taken to make any word changes. Towns & Regional Planning Agencies do not have to be in lock step @ the plan stage. This puts checks & balances in place. NP&EDC puts ideas & concepts on the table for implementing authorities who have the final say. The Plan does not lock us into anything but allows study. also plans with estimated costs are needed as budgeting tools also projects are moved around each year on the TIP The motion was made by Don Visco and seconded that the NP&EDC does hereby: 1. accept the comments provided by FHWA and MassDOT for inclusion into the draft RTP 2. accept for inclusion in the draft RTP additional language to be developed by staff regarding pavement management and the operation and maintenance of transportation facilities. This language will include identified problem areas and associated costs for improvement, and will be added to the final RTP 3. approve the 2012 Regional Transportation Plan with these additions. The vote was eight (8) in favor and one (1) Rick Atherton opposed. B. Discussion / Action: Pavement Management Study The motion was made by Mohamed Nabulsi and seconded that the NP&EDC does hereby accept the report of the roadway inventory and pavement condition surveys conducted for the Town of Nantucket, prepared by MACTEC Engineering and Consulting, Inc. dated July 19, 2011. The vote was unanimous. C. Discussion / Action: Director Vorce/ Disclosure & Request for Exemption to MGL 268A, S19 (b) (1) The Director stated the disclosure and exemption request was due to the possible up-coming re-zoning of his neighborhood. The impact to his property will be minimal. Town Counsel’s opinion is that the NP&EDC has complete discretion as to granting the requested exemption. The motion was made by Rick Atherton and seconded that the NP&EDC does hereby approve Director Vorce’s request for an exemption to MGL Chapter 268A, Section 23 (b) (3) Appearance of Conflict, due to the finding that “any conflict is not substantial” The vote was unanimous. VI. Other Business The motion was made by Bert Johnson and seconded that the NP&EDC does hereby vote to accept the Conservation Committee’s membership re-appointment of Andrew Bennett to the NP&EDC. The vote was unanimous. The car charging grant consists of 5 units. The Installation Guide was in the packet. Off shore wind project, off Muskeget was for 5 units in State waters There is a much larger scale installation project South of MVY and partly in RI waters The data tower on Muskeget is still being worked on and a permit is expected to be filed Nantucket maybe able to benefit (revenue sharing) from a project in State waters but not from projects in Fed. waters The Tidal project is moving forward in the channel. Smart Grid, we do not have any info on this. Falmouth is having problems with the wind smart turbines. VII. Adjournment The motion was made by John McLaughlin and seconded that the NP&EDC does hereby adjourn the meeting. The vote was unanimous.
