HomeMy WebLinkAboutPlanning and Economic Development Commission Minutes - August 1, 2011_201402060754290299 OFFICIAL NOTICE of a PUBLIC MEETING To be held by the Nantucket Planning & Economic Development Commission MONDAY, AUGUST 1, 2011 At 6:00 PM at 2 Fairgrounds Road, Nantucket, MA 02554 Purpose: Regular Meeting: Agenda (Subject to Change) MINUTES 10 Members Present: Rick Atherton (left @ 6:40), Andrew Bennett (arrive @ 6:12), Jack Gardner, Sylvia Howard, Bert Johnson, Nat Lowell, John McLaughlin, Barry Rector, Don Visco, Linda Williams (arrive @ 6:12) Members Absent: Brian Chadwick, Mohamed Nabulsi Staff: Andrew V. Vorce, T. Michael Burns, Jeromette Hicks, Susan B. Witte Audience: Josh Balling (I&M), Carol Dunton I. Call to Order Chairman Lowell called the meeting to order at 6:08PM II. Establishment of Quorum The Chairman declared a quorum was present. III. Approval of Agenda The motion was made by Bert Johnson and seconded that the NP&EDC does hereby vote to approve the NP&EDC agenda for Aug. 1, 2011, as submitted. The vote was unanimous. IV. Approval of Minutes: Meeting of June 6, 2011 The motion was made by Rick Atherton and seconded that the NP&EDC does hereby vote to approve the minutes for June 6, 2011, as submitted. The vote was unanimous. 1 V. Public Comment - None VI. Action / Discussion Items A. Action / Discussion: Acceptance of Membership Appointments 1. Housing Authority / (Appointee Bert Johnson) 2. Conservation Commission / (Current Andrew Bennett) Pending The motion was made by Sylvia Howard and seconded that the NP&EDC does hereby vote to accept the Housing Authority’s membership re-appointment of Bert Johnson to the NP&EDC. The vote was unanimous. B. Action / Discussion: FFY 2012 UPWP There was a discussion on the Planning Study on Wilkes Square, which included: Most important to know, these are Transportation targeted State & Fed. funds They are not local finds, given that the question “Could this plan work” must be able to be answered up front, so logically this study should be done. It will be for professional services above staff time The modified Wilkes Plan is on the Web site It is not at the Greenhound site but by the brick Electric Company building. The NRTA is not permanently at the Greenhound site, so will need a place to relocate The motion was made by Linda Williams and seconded that the NP&EDC does hereby vote to close the public review period and approve the draft FFY 2012 UPWP effective 4:00 PM August 22, 2011 provided no public objection is received, and authorize the Chairman to sign the document’s endorsement page. The vote was unanimous. C. Action / Discussion: Regional Transportation Plan FFY 2011 – 2035 NP&EDC will hold a special meeting probably either August 25th or August 29th to take action to approve the RTP. No action needed just FYI for this meeting. It is on the BOS agendas for the next 2 weeks, per Rick Atherton. D. Action / Discussion: FY 2012 – 2015 TIP The motion was made by Linda Williams and seconded that the NP&EDC does hereby vote to close the public review period and approve the draft FFY 2012-2015 TIP effective 4:00 PM August 22, 2011 provided no public objection is received, and authorize the Chairman to sign the document’s endorsement page. The vote was unanimous. 2 E. Action / Discussion: Annual Report July 1, 2010-June 30, 2011 The motion was made by Linda Williams and seconded that the NP&EDC does hereby vote to approve the NP&EDC Annual Report July 1, 2010 – June 30, 2011, as submitted. The vote was unanimous. VII. Report Items: A. Director’s Report NP&EDC Enabling Legislation change was signed by the Governor, to include some regulatory authority. It will come up at 2012 ATM for a vote. Electric car charging set up paid by the State & monthly costs by the Airport & Greenhound, where they will be located. Cape Air may install solar arrays B. Transportation Planner’s Report TIP / In-Town Bike Path width being discussed with the State. C. Housing Specialist Report If there are no bids on the 5 Monohansett Rd property. then the RFP will be re-issued The average time for a house to be on the market is approx. 280 days. The price was dropped and there have been quite a few people looking & hits on it VIII. Other Business 1. NP&EDC 2012 Meeting Schedule The motion was made by Barry Rector and seconded that the NP&EDC does hereby vote to approve the 2012 NP&EDC Meeting Schedule. The vote was unanimous. IX. Adjournment The motion was made by Linda Williams and seconded that the NP&EDC does hereby vote to adjourn the meeting. The vote was unanimous.
