REGULAR MEETING
NANTUCKET PLANNING AND ECONOMIC DEVELOPMENT COMMISSION
7:00 PM, MONDAY, OCTOBER 4, 2010

10 Members Present: Rick Atherton (arr 7:07), Andrew Bennett,

I. Call to Order Chairman Lowell called the meeting to order at 7:05 PM.
II. Establishment of Quorum The Chairman declared a quorum was present.
III. Approval of Agenda
The motion was made by Barry Rector and seconded that the NP&EDC does hereby
vote to approve the agenda of Oct. 4, 2010, as submitted.
The vote was unanimous.
IV. Approval of Minutes: Meeting of Aug. 2, 2010
Meeting of Aug. 16, 2010
The motion was made by Sylvia Howard and seconded that the NP&EDC does hereby
vote to approve the minutes of Aug. 2 and Aug. 16, 2010, as amended.
The vote was unanimous.
V. Public Comment - None
VI. Action / Discussion Items
A. Action / Discussion: ReMain Parking Study / Nelson Nygaard Consultants
This report will be up on ReMain’s web site.

Consultant Mike Alva gave a power point presentation.
The list of the Management Plan included:
Supply
Improve Enforcement
Demand Management
Zoning Incentives
ReMain is providing the funding for the consultant team. The consultants
are looking into many ideas, especially geared for Nantucket.
Comprehensive recommendations will go to the BOS & Town
Administration for votes & implementation.
B. Action / Discussion: Climate Action Plan Edits
The Climate Action Plan had many incorrect / non-fact based
information.
Our consultant John Edwards also found flaws in the data in the
document.
The Commission requested the BOS extend the public comment period.
Therefore the commission needs to put forth a detailed letter which may
include specifics as to the flaws, new wording, additions to be included,
new goals, different focus.
The motion was made by Rick Atherton and seconded that the
NP&EDC does hereby vote to appoint a sub-committee (Nat Lowell,
Barry Rector, Linda Williams, Andrew Bennett and Director Vorce)
to review the Climate Action Plan, incorporate Consultant Edwards
comments and send comments / edits to the Board of Selectman by
Nov. 5, 2010 and circulate also to the NP&EDC.
The vote was unanimous.
C. Action / Discussion: Solar Projects Updates / Bob Patterson
Consultant Bob Patterson gave a short update of the Solar Arrays
projects, which included:
Background from the Green Community Act
No cost to the Town of Nantucket, except RFP prep and the permitting
process
Developer will bear the costs “Paper” credits to the Town entities
The contract will lock in the panels (no upgrades), time frame & cost per
kilowatt hr.
The noise should be the same as a regular transformer
DLTA funds were voted to be used for this solar study
John McLaughlin requested a copy of Mr. Patterson’s resume.
No motion needed, this was just an update.

D. Action / Discussion: Bylaw Committee Report
The Committee suggested: if passed at some point in the future,
the alternates would have no voting powers on any issues, nor be part of
the quorum.
They could be on committees (Bylaws 6.0) and observe and be part of
discussions, but again not able to vote.
The motion was made by Linda Williams and seconded that the
NP&EDC does hereby vote to endorse the recommendations of the
sub-committee (Jack Gardner, Barry Rector, Linda Williams) to put
the issue of the NP&EDC having alternatives, which would be a
home-rule petition, on hold until the current home-rule petition is
decided at the State level.
The vote was unanimous.
Brian Chadwick left the meeting @ 8:30PM
E. Action / Discussion: Regional Transportation Plan Update
1. Present Goals and Objectives
2. Appoint 3 Member Sub-Committee
The motion was made by Rick Atherton and seconded that the
NP&EDC does hereby vote to appoint a 3-member sub-committee
(Jack Gardner, Nat Lowell, Linda Williams)to review the updated
Regional Transportation Plan and report back to the NP&EDC at
the Dec. 6, 2010 meeting.
The vote was unanimous.
F. Action / Discussion: DLTA Funds Request
The Nantucket Housing Authority has requested funding through the
NP&EDC for the cost of survey work for Sachem’s Path for $13,000.00.
The motion was made by Barry Rector and seconded that the NP&EDC
does hereby vote to approve $13,000.00 for survey work by Blackwell
& Associates for the Housing Authority on Sachem’s Path.
The vote was (8) eight in favor, (1) one Linda Williams abstained.
G. Action / Discussion: Approve the NP&EDC 2011 Meeting Calendar
The motion was made by Linda Williams and seconded that the
NP&EDC does hereby vote to approve the 2011 NP&EDC Meeting
Calendar, as amended including the change in time to 6:00PM.
The vote was unanimous.

The Joint Meeting of the Small Business and Chamber was very good and
they hope to have more meetings to help small businesses.
IX. Adjournment
The motion was made by Linda Williams and seconded that the NP&EDC
does hereby vote to adjourn the meeting.
The vote was unanimous.
The Chairman adjourned the meeting at 8:45 PM.
