HomeMy WebLinkAboutPlanning and Economic Development Commission Minutes - August 16, 2010_201402060752542792 MINUTES “SPECIAL” MEETING NANTUCKET PLANNING AND ECONOMIC DEVELOPMENT COMMISSION 6:30 PM, MONDAY, AUGUST 16, 2010 2 FAIRGROUNDS ROAD 9 Members Present: Rick Atherton, Andrew Bennett, Sylvia Howard, Bert Johnson, Jack Gardner, Nat Lowell, John McLaughlin, Jeff Willett, Linda Williams 3 Members Absent: Brian Chadwick, Barry Rector, Don Visco Staff Present: T.Michael Burns, Jeromette Hicks Audience: Carol Dunton I. Call to Order Chairman Lowell called the meeting to order at 6:33PM. II. Establishment of Quorum The Chairman declared a quorum was present III. Approval of Agenda The motion was made by Linda Williams and seconded that the NP&EDC does hereby vote to approve the NP&EDC agenda of Aug. 16, 2010. The vote was unanimous. IV. Public Comment V. Action / Discussion Items A. Action / Discussion: Review & Authorize the Director to Sign Contract for Intersection Study of Surfside Road and Bartlett Road The crash data over the last 3 years showed intersection of Surfside & Bartlett the highest most severe rating with 9 accidents including 1 fatalities and property damage, per the MassHwy safety co-coordinator. The consultant will collect data including the police accident reports, evaluate the data and make recommendations or comments. Three firms responded to the RFQ. The funding is State & Federal funds. 1 The discussion included: Ideas to consider included a 3-way stop, roundabout or mini-roundabout, turning lane, raised intersection and island triangle. There are a huge number of bikers that use that area and needs to be considered The motion was made Jack Gardner and seconded that the NP&EDC does hereby authorize the Director of Planning to sign a contract with Greenman-Pedersen, Inc for traffic study services at the intersection of Surfside Road and Bartlett Road, as described in their proposal dated July 14, 2010. The vote was unanimous. VI. Other Business Winn Street was discussed concerning the speed deterrents that a resident built with dirt & shells 3 or 4 times, which the DPW has had to go back 3 or 4 times to flatten down. The police have been notified and will handle the situation. This street was tried 1-way in the past and was changed back to 2-way, since it did not work out. VII. Adjournment The motion was made by John McLaughlin and seconded that the NP&EDC does hereby vote to adjourn the meeting. The vote was unanimous. The Chairman adjourned the meeting at 7:00PM.
