“SPECIAL MEETING”
NANTUCKET PLANNING AND ECONOMIC DEVELOPMENT COMMISSION
6:00 PM, THURSDAY, JAN. 3, 2008
2 FAIRGROUNDS ROAD
9 Members Present: Brian Chadwick, Jack Gardner, David Gray,
Sylvia Howard, Michael Kopko, Nat Lowell, Barry Rector, Don Visco,
Linda Williams
Staff Present: Leslie Snell, T. Michael Burns, Jeromette Hicks
Audience Present: Anne Koszpa, Carl Borchert, Wendy Hudson,
Bam LaFarge (Energy Committee), Alan Reinhard
I. Call to Order Chairman Rector called the meeting to order at 6:10PM.
II. Establishment of Quorum The Chairman declared a quorum was present.
III. Approval of Agenda
The motion was made by Linda Williams and seconded that the NP&EDC does
hereby approve the agenda for Jan. 3, 2008.
The vote was unanimous.
IV. Public Comment - None
V. Action / Discussion Item: Federal Energy Regulatory Commission (FERC) Permit
Application:
1. Letter of support for the FERC permit granted to Edgartown
The motion was made by Linda Williams and seconded that the NP&EDC does
hereby authorize the Chairman to sign the letter to the Federal Energy
Regulatory Commission (FERC) permit granted to Edgartown by
supporting the $5,000,000. grant request by U-Mass to establish a Fed.
Marine Renewable Energy Center (MREC).
The vote was unanimous.
2. Nomination of the “South of Tuckernuck” site to the Mineral Management
Service (MMS) for a test tower demonstration project
The deadline for the nomination is Monday Jan. 7, 2008.
The consultant would be Steve Barrett.
Jim Coyne may be involved at some point down the road.
This pro-active approach would allow the Town to have a controlling interest,
but would seek partners for the construction etc.
The exact site has not been determined.
The use of the energy has not been determined.
The motion was made by Linda Williams and seconded that the NP&EDC does
hereby support BlueWave Strategies filing an application on behalf of the
NP&EDC to Minerals Management Service (MMS) for nomination of
leases for authorization to erect a data collection tower in Fed. Waters
south of Tuckernuck and east of Muskeget Channel, the scope of work and
authorize payment of a $5000.00 fee.
The vote was unanimous.

The motion was made by Linda Williams and seconded that the NP&EDC
does hereby adjourn the meeting.
The vote was unanimous.
The Chairman adjourned the meeting at 6:25 PM.
