In attendance were committee members Anne Kuzspa, H. Flint Ranney, Whitey Willauer, Ian Golding, John Stover, and Zachary Dusseau; the Town’s Alternative Energy Outreach Coordinator Lauren Sinatra; Selectman Rick Atherton, Consultant Bob Patterson, and a member of the public: Tobias Glidden The agenda, and Minutes of the September 1 meeting were approved unanimously. Lauren Sinatra reported on a productive meeting on 9/16/11 with three executives of National Grid where it was agreed by NG that one wind turbine could accommodate up to seven town electric meters, essentially providing net metering at the G1 rate (the most favorable). Our contact at NG will be Joe Car-dinal. NG interval useage data was also provided. Discussion followed with Rick Atherton suggesting that we apply more attention to the solar projects. Zach suggested that the airport project is in their hands, but that we need more effort on the Waste Wa-ter Treatment Plant project. It was agreed that the RFP for that project is almost ready, though title to the various Town lots may be a problem, especially with the HDC. Zach, Ian, and Lauren agreed to combine efforts and try to get an RFP released by October 31. Bob Ingle of the DPW is our contact. Whitey outlined the financial estimates for one turbine in Madaket. The latest economic model shows a projected annual income of $617,000 from electricity generated at 15 cents per KWH; expenses, including insurance for the warranty period, of $76,000; debt and interest payments on $3.5 million of $225,000; and a net annual income of $316,000. The payback Return On Investment could be calculated at 3-4 months. According to an email from Peter Morrison, we expect the WPI students to arrive on October 23, with an orientation on October 24 from 9:30-10:30am at the MMA facility at 33 Washington Street. Supervised by Peter and Whitey, they will be working on verifying data and on the climate action plan. Ian provided papers on CCA and a sample RFP for committee study and discussion at our next meeting. Tobias, though not a committee member, offered to assist Ian and Lauren in this project. Flint suggested that we try to prioritize our different projects. It was agreed that the Madaket Wind Turbine and the WWTP solar project should receive parallel top priority due to deadlines that Lauren will coordinate. Ag-gregation and the Energy Plan are right behind, under Ian, Tobias, and Peter Morrison.
